Allowance Data
Tracking
Background
EPA maintains two databases to track allowance accounts, holdings, transactions,
and representatives:
- Allowance Tracking System (ATS): information about sulfur dioxide
(SO2) allowances under the Acid Rain Program. (learn
more about this program)
- NOx Allowance Tracking System (NATS): information about nitrogen oxide
(NOx) allowances under the NOx Budget Trading Program (learn more about this program).
The two systems are identical other than the type of allowances they
track, and you can retrieve the same type of information from each. The
allowance tracking fact sheet provides more
information about the system and its functions.
Note: annual compliance reports summarize
how allowances were used or "banked" for future use.
Interactive Online Reports
For each report listed below, you can:
- Search for information based on certain criteria, as described
below
- Download records from a report by clicking the "Download nn Records"
button. They will be saved in comma-delimited format (commas between
fields).
These data are updated daily, between 5:00 AM and 6:00 AM, Eastern Time.
Allowances held by all accounts
SO2 (includes trades through November 12,
2004; approx. 600 Kb)
The SO2 allowance database is too large to download using the allowances
held report, so this information is offered in a single compressed file
containing the following information for every SO2 allowance account:
- account number
- account name
- allowance use year
- quantity of allowances held for the use year
- starting and ending serial number
NOx
The NOx database is small enough to be downloaded in its entirety using
the NOx allowances held report (leave
all entries blank and submit the form). Although not offered as a single
compressed file, the advantage is that the information is updated daily
instead of weekly.

Serial Number Report
Create report:

Lists Account ID, Account Plant Name, Allowance ("vintage") Year,
Starting Serial Number, Ending Serial Number, the Number of Allowances
represented in the "block," State (where the Plant is located, if
applicable), Representative Name and Status of the Allowance Block
(this flag indicates allowances that will expire; these are allowances
allocated, under Early Reduction authority, to NOx Budget Program
sources). |
Transactions Report
Create report:

Lists Transaction Number, Transaction Type, Transferee/Transferor
Account ID, Transferee/Transferor Account/Plant Name, Transferee/Transferor
State (where the plant is located, if applicable), Transferee/Transferor
Representative Name, Total Number of Allowances involved in the Transaction,
Date the Transaction was Confirmed (recorded in the Allowance Tracking
System); Allowance Year ("vintage"), Start and End Serial Numbers
(of an allowance "block" involved in the Transaction), and the Number
of Allowances represented in the "block" (defined by the Start and
End Serial Numbers). |
Account Owner Report
Create report:

Lists Account ID, Account/Plant Name, State (where Plant is located,
if applicable), Owner/Binding Party Name, and Representative Name. |
Search Criteria
This new report/query capability allows selection of records to be displayed
(and saved), based on the following criteria:
Geographic Location |
Any specific State may be selected from a look-up list |
Representative Last Name |
Any specific Representative(s) may be selected by entering text.
The text entered can be used to select any Representative(s) whose
last name(s) match (exactly), start with, or contain the text entered. |
Account ID |
A range of Account Numbers can be selected by entering the Low (start
of range) and High (end of range) value(s). Entering a Low value only
will select all Accounts greater or equal to the value entered; entering
a High value only will select all Accounts less than or equal to the
value entered. |
Account/Plant Name |
Any specific Account(s) may be selected by entering text. The text
entered can be used to select any Account(s) whose name(s) match (exactly),
start with, or contain the text entered. |
Allowance Year Range
(applicable to Allowances Held by Account Report, only)

A range of Allowance Years ("vintage") can be selected by entering
the Start (of range) and End (of range) value(s). Entering a Start
value only will select all vintages greater or equal to the value
entered; entering an End value only will select all vintages less
than or equal to the value entered. |
Confirm Date Range
(applicable to Transactions Report, only)

A range of dates (that the transaction was recorded in the Allowance
Tracking System) can be selected by entering the Start (of range)
and End (of range) value(s). Entering a Start value only will select
all dates greater or equal to the value entered; entering an End value
only will select all vintages less than or equal to the value entered.
All dates must be entered in YYYYMMDD format, i.e., 19971001 (October
1, 1997). |
Transaction Type Description
(applicable to Transactions Report, only)

Any specific type of Transaction, e.g., Private Transfer, may be
selected from a look-up list |
Any, or all, of these filters can be used in selecting the information
to be retrieved. All filters act to constrain the information retrieved,
i.e., the information retrieved must meet all conditions entered;
if the selection criteria are too restrictive, no records may be selected.
