Financial Assistance Tools


Federal Funding Sources:

Most source water funding is state or local. Assessments are funded through the Safe Drinking Water Act, Drinking Water State Revolving Fund (SRF) The drinking water programs were allowed to take up to 10% of their DW SRF 1997 capitalization grant to conduct all the assessments in the state.

The program also allows states to reserve a portion of their grant to fund activities needed for source water protection and enhanced water systems management.

The Drinking Water SRF National Information Management System collects information that provides a record of progress and accountability for the program. Reports on DWSRF activity are currently available for state fiscal years (July-June) 1997 through 2000. Available reports include a national report, state reports, State agency and contact information Acrobat PDF format.

There are some EPA source water grants available through Office of Ground Water and Drinking Water. Other Federal agencies may also have grant monies available. Sustainable Development Challenge Grants - The Sustainable Development Challenge Grant (SDCG) program is intended to encourage communities to recognize and build upon the fundamental connection between environmental protection, economic prosperity and community well-being.

State Funding Sources:

Some states have grant and loan programs for communities interested in protection programs. To find out more information about the possible funding opportunities available in your state, contact your state drinking water program.

The following is a partial list of state programs which often provide funding for local protection activities. If there is a specific contaminant or facility that you are dealing with, you should also contact the state program which regulates that contaminant or facility.

Drinking Water SRF The Safe Drinking Water Act, as amended in 1996, established the Drinking Water State Revolving Fund (DWSRF) to make funds available to drinking water systems to finance infrastructure improvements.

Source water assessments and protection measures are eligible uses of the Drinking Water State Revolving Fund (DWSRF) set-asides. States may use the funds for a mixture of source water related local assistance activities. For example, funds are available for Land Acquisition and Conservation Easements.

Protecting Drinking Water with the Clean Water State Revolving Fund (CWSRF). The state revolving fun program authorized by the Clean Water Act can also be a powerful tool to help states finance a variety of protection activities. The CWSRF program can provide assistance to communities, water systems, and other organizations (including land conservation associations), for projects that protect source water and enhance water quality.

Non-Point Source Program: There are a variety of sources of funding for non point source control. In addition, Section 319 Funds are available to states and territories that have completed their Unified Watershed Assessments.
