RSA, Publications and Products

RSA and its partners, through their programs, projects and activities, develop a wide range of publications and other printed material to serve individuals with disabilities, their families and their communities. You can find many of these publications and products listed below.

RSA Annual Report

  • The Annual Report provides a description of the activities of the Rehabilitation Services Administration (RSA), a component of the Office of Special Education and Rehabilitative Services, U.S. Department of Education. RSA is the principal agency for carrying out Titles I, III, VI, and VII, as well as specified portions of Title V of the Rehabilitation Act of 1973, as amended. RSA is responsible for preparing and submitting this report to the President and Congress under Section 13 of the Act.

American Rehabilitation

  • RSA's journal, American Rehabilitation educates, informs and advocates for, and otherwise further enhances, the ability of individuals with disabilities to obtain quality employment and gain increased independence.

State Plans Preprints

  • State Plans Preprints for the Vocational Rehabilitation Services Program and State Plan Supplement for the Supported Employment Services Program.
  • For a state to participate in the state vocational rehabilitation services program authorized under Title I of the Rehabilitation Act of 1973, as amended (Act), and the State Supported Employment Services Program authorized under Title VI, Part B of the Act, it must have an approved Title I state plan and Title VI, Part B supplement to the plan.

    If a state elects to submit a separate state plan for the statewide workforce investment system under Section 112 of the Workforce Investment Act (WIA) of 1998 or a unified plan under Section 501 of WIA without including the Title I state plan and its Title VI, Part B supplement, the Title I state plan and its Title VI, Part B supplement must be submitted to the Rehabilitation Services Administration on the same date that the state submits its WIA state plan.
