RSA, Programs and Projects

RSA administers and supports a comprehensive array of formula and discretionary grant programs and projects that serve and assist individuals with disabilities. Please find out more about those programs and projects below.

Formula Grant Programs

Formula grants are allocations of money to states or their subdivisions in accordance with a distribution formula prescribed by law or administrative regulation for activities of a continuing nature not confined to a specific project.

Discretionary Grant and Other Programs

Unlike a formula grant, a discretionary grant awards funds on the basis of a competitive process. RSA reviews applications in light of the legislative and regulatory requirements established for a program. This review process gives RSA discretion to determine which applications best address the program requirements and are, therefore, most worthy of funding.

National Vocational Rehabilitation Technical Assistance Center

This page provides access to the complete text of the Technical Assistance Delivery Manual, which gives instructions for obtaining technical assistance under Section 12 of the Rehabilitation Act as well as step-by-step guidance on developing a project proposal. Additionally, the site offers summary descriptions of completed State-initiated projects.
