Rehabilitation Services Administration (RSA) program legislation and Department of Education regulations require oversight and monitoring of all programs and grant projects administered by RSA. For example, Section 107 of the Rehabilitation Act of 1973, as amended, requires that RSA conduct annual reviews and periodic monitoring of programs to determine whether states are complying substantially with provisions of state plans and with evaluation standards and performance indicators established under Section 106 of the Act. RSA promotes the state-federal partnership in implementing the Act and in fulfilling its statutory and regulatory responsibilities, through the effective and efficient conduct of monitoring and the provision of necessary technical assistance. The goal of RSA's monitoring and technical assistance strategy is to improve the performance of state vocational rehabilitation (VR) agencies in assisting eligible individuals to achieve employment outcomes and to maintain accountability in the expenditure of federal funds. To accomplish this goal, RSA uses a uniform monitoring instrument and trains staff in its use. Monitoring guides used by RSA are found in this section.
