FY
2004 Annual Report -
EPA’s FY 2004 Annual Report, which serves as the Agency’s
program performance report as required by the
Government Performance and Results Act, highlights the Agency’s environmental,
programmatic, and financial
performance over the past fiscal year. This year, the Agency met 78 percent of
its annual performance goals for
which data were available. FY 2004 results to date reflect an improvement over
the percentage of goals the
Agency met in FY 2003 (Office of the Chief Financial Officer).

IRIS Chemical Assessment
Tracking System is now available - The IRIS
Chemical Assessment Tracking System is a compilation of status reports
on EPA's IRIS assessments currently in
progress. The Status Report for IRIS Chemical Assessments is viewable on line.
This report shows the user where the chemical
assessment is in its development (National
Center for Environmental Assessment).

EPA has studied the efficiency of chemical dispersing agents on spilled
oils, using a laboratory test called the baffled flask test. Experiments
were conducted at various temperatures, degrees of volatilization
and energy levels. The results are documented in Characteristics
of Spilled Oils, Fuels, and Petroleum Products: 2a. Dispersant Effectiveness
Data for a Suite of Environmental Conditions - the Effects of Temperature,

Trading Assessment Handbook - EPA is releasing a document to help
water quality managers and watershed stakeholders determine if
trading can be used in their watershed to make cost-effective pollutant
reductions that achieve water quality standards. Using a hypothetical
river basin, the The Water Quality Trading Assessment Handbookillustrates
an analytical framework that can be used in any watershed to evaluate
the conditions and water quality problem(s) and determine if water
quality trading might effectively address local conditions. You

Philadelphia
Forum on Laboratory Accreditation -
January 29 - February 4, 2005. The Institute for National
Environmental Laboratory Accreditation (INELA) and the U.S. Environmental
Protection Agency are pleased to announce the Philadelphia
Forum on Laboratory Accreditation. This is a weeklong event
consisting of the Tenth Interim Meeting of the National
Environmental Laboratory Accreditation Conference (NELAC 10i),
a meeting of the Environmental Laboratory Advisory Board (ELAB),
seminars and training courses, INELA’s semi-annual Meeting,
and other events. All meetings are fully open to anyone who

Regional
Vulnerability Assessment for the Mid-Atlantic Region: Evaluation
of Integration Methods and Assessment Results - Prioritization
of risk management actions involves balancing many different factors
that can be addressed through a series of assessment questions.
Analysis results presented here should provide useful information
to others involved in integrated risk assessment in that integration
methods were tested and compared using the same set of regional
spatial data. By comparing the results of each method, we have
identified which integration methods are appropriate to address
different types of assessment questions that contribute to informing
decisions that require prioritization of areas for risk
management actions. These results are directly transferable to
other regions and can be applied to other scales of data. A 90

Air
Quality Criteria for Particulate Matter (October 2004) - EPA has
completed the process of updating and revising, where appropriate,
its Air Quality Criteria for Particulate Matter (PM) as
issued in 1996 (usually referred to as the Criteria Document). Sections 108
and 109 of the Clean Air Act require that EPA carry
out a periodic review and revision, where appropriate, of the air quality criteria
(embodied in the Criteria Document) and national
ambient air quality standards (NAAQS) for criteria air pollutants such as PM.
The final version of the entire PM Criteria Document
was issued in October 2004 (National
Center for Environmental Assessment).

Standardized
Analytical Methods for Use During Homeland Security Events - EPA's Homeland Security
Research Center, in conjunction with EPA's Laboratory and Capability Committee,
has developed a list of Standardized
Analytical Methods (SAM) to be used by environmental laboratories in analyzing
biological and chemical samples associated
with threats to homeland security. SAM provides a standard by which to measure
specific types of contamination that may be
associated with future terrorist attacks. Ultimately, these procedures will be
vitally important in assisting state and local
government laboratories that are preparing to analyze samples associated with

Exposure
and Human Health Reassessment of 2,3,7,8-Tetrachlorodibenzo-p-Dioxin (TCDD)
and Related Compounds National Academy Sciences (NAS) Review Draft - On October 15, 2004, the EPA transmitted
to the National Academy of Sciences (NAS) the NAS Review Draft of EPA's Exposure
and Human Health Reassessment of 2,3,7,8-Tetrachlorodibenzo-p-Dioxin (TCDD)
and Related Compounds, in preparation for the
first meeting of the NAS panel scheduled for November 22 and 23, 2004, in Washington,
DC. For detailed information on the
NAS's dioxin review activity, titled "Review of EPA's Assessment of the
Health Implications of Exposure to Dioxins," please visit
