Partnerships and Medicare Education

Communities at a Glance:
Partnership activities are an integral part of the CMS mission. Developing and sustaining partnerships is central to collaborative outreach efforts, sharing information, and leveraging resources. The primary organizational contact for partnerships in CMS is the Division of Partnership Development ( DPD ). DPD was formed to serve two primary functions:

  • To foster partnerships and build coalitions with private sector organizations and other government agencies to educate people with Medicare and champion their causes.
  • To leverage limited resources by incorporating Medicare education messages into partners' well-established communication channels.

Viewing partnerships as ever evolving, DPD has currently identified the partnership communities listed below. As more communities, interest, and resources emerge, our collaborative partnership community will grow.

Caregivers

CMS, along with other organizations, recognizes the vital role that caregivers play in helping people with Medicare make decisons concerning their health care and the Medicare Program. CMS formed a Caregivers Workgroup in 1999, composed of caregiver organizations, beneficiary advocacy groups, providers, insurers, employers, and other organizations with an interest in caregiving. This group meets quarterly and discusses how Medicare information can better be communicated to this population and how this group can make that happen. This group was instrumental in guiding CMS to develop products that would be made available to employees who were caregivers and reaching them through the worksite or workplace intermediaries, as well as formulating other projects and joint ventures.

Disability Groups

This community is comprised of non-profit organizations, state and local governments, educational institutions and other Federal agencies that advocate on behalf of people with disabilities and those who represent their interests. Representatives of various CMS components brief advocates on our programs, policies, and demonstrations that affect persons with disabilities and hear first hand from a broad community whether these programs are service persons with disabilities effectively and/or well.

Faith-Based Organizations

Faith-based organizations offer an opportunity to reach a significant part of the CMS beneficiary population and their caregivers. Many faith-based organizations already participate in or have projects aimed at benefiting the elderly in their congregations, or have plans to do so, or are at least open to the prospect. CMS is looking at the possibility of partnering with these organizations to provide important and useful Medicare and other health information.

Federal Agencies CMS currently partners with several Federal agencies that reach older and disabled persons and their families. These include the Administration on Aging, the Indian Health Service, the National Cancer Institute, the Office of Personnel Management, the Social Security Administration, and the Department of Agriculture, Cooperative State Research, Education and Extension Service. This cooperation promotes consistent messages between the agencies and ensures the efficient use of resources.

Medicare Advocacy Group This Advocacy Community is comprised of non-profit organizations, state and local governments, educational institutions and other Federal agencies that advocate on behalf of people with Medicare. Representatives of various CMS components brief advocates on a variety of our programs and issues that affect people with Medicare and Medicaid and hear first hand whether or not our programs are service beneficiaries effectively and/or well.

Racial/Ethnic/Cultural Organizations CMS is committed to eliminating racial and ethnic disparities in health care. Toward that end, the agency seeks to use a twofold approach: to increase the visibility and importance of this issue within the agency and to develop forums for discussion and change. The Division of Partnership Development will play a key role in accomplishing the agency's goal through our partnership network.

Rural Health CMS is committed to the needs of all people with Medicare, especially the underserved people in rural communities. We are looking to foster partnerships and build coalitions with private sector organizations and other government agencies to educate people with Medicare in rural communities and their caregivers as well as champion their causes. We are also looking to leverage limited resources by incorporating Medicare education messages into partners' well-established communication channels. CMS will promote and support collaboration, communication, and networking among those who have an interest in reaching the rural beneficiary community.

Special Projects The Division of Partnership Development at CMS frequently works on special projects with a variety of partners. Each unique project requires different alliances and has its own timeline. For example, CMS is currently working on a special project known as Long-Term Care Awareness.
