The National Business Center (NBC) provides automated Human Resource (HR) and payroll operations cross-servicing to all Department of the Interior organizations, as well as a number of non-Interior Federal agencies. The Federal Personnel/Payroll System (FPPS) and certain other applications that provide HR support peripheral to FPPS (called "Satellite Systems") provide the automation services. The Payroll Operations Division provides a full range of operational payroll services.
The FPPS is hosted on the NBC's IBM mainframe computer in its Data Center. It was developed using modern database and computer-aided software engineering technology and a fourth generation language, and was fully deployed by December 1998. The FPPS is a modern, full featured, totally integrated system that meets or exceeds all mandatory and regulatory requirements established by the President's Council on Management Improvement for Federal Automated Systems, the Paperwork Reduction Act, and the Joint Financial Management Improvement Program. It also satisfies the initiatives of the National Partnership for Reinventing Government. While the FPPS is a mainframe application, a web-enabled, graphical user interface (GUI) has been developed for the Time and Attendance (T&A;) subsystem of FPPS. The Web T&A; is in production at the NBC.
