The National Business Center (NBC) offers a full range of complete Internet solutions to support web-enabled businesses. The NBC E-Application Management Division uses the most advanced technologies to produce accessible, effective, and innovative Internet solutions in compliance with the latest Federal government requirements, such as the Government Paperwork Elimination Act, Section 508 of the Accessibility Act, the Privacy Act, and the Computer Security Act.
To provide your agency with the best-customized web solution, our team can assist in the initial site planning and share with you our experience and our understanding of Federal policies that apply to web services and implementation of such policies. Our web services include but are not limited to the following:
Project Management
The NBC will provide project planning, coordination and administration. The NBC will monitor resolution of problem reports and delivery of associated software modifications. The NBC will present/attend client briefings on project status.
System Analysis and Design
 The NBC will analyze current business processes and use cases in detail.
The NBC will construct a detailed design, providing a static and dynamic view of all system modules.
The NBC will fully document in a system design document all system features, providing roles and responsibilities of the feature, performance requirements that the feature is expected to meet, functionality of all feature operations, roles of required parameters and pertinent variables and the return values for feature operations.
The NBC will design the basic layout and presentation of information and will develop the data flow of information throughout the Web application for ease-of-use. The resulting design will help to ensure efficient future development and maintenance as well as accessibility compliance with Section 508.
Database Architecture
The NBC will design the database structure and will create corresponding tables, indexes, constraints, user roles and privileges. The NBC will alter tables, indexes, constraints, user roles and privileges to comply with new requirements.
Software Architecture
The NBC will develop software code to implement modules, features and functions of the baseline and/or enhanced Web application specified in the Inter/Intra agency agreement according to a customer approved system design and/or software specification document.
The NBC will unit test all modules and features.
The NBC will integrate all modules and test the system build.
The NBC will provide updated documentation and users manual reflecting the baseline and/or enhanced change(s).
The NBC will modify software code to comply with new requirements.
Software Configuration
The NBC will perform quality assurance testing and will install the software in a production environment and manage the Web application in an operationally- accessible state.
The NBC will provide Help Desk support that includes: answering calls to the Help Desk; creating new user ids and/or passwords; broadcasting user community messages to announce unavailability due to scheduled and unscheduled maintenance activity; and troubleshooting the site for issue resolution.
Database Administration & Maintenance
The NBC will provide back up, recovery and database tuning support.
The NBC will perform the following database and system administration tasks: install and upgrade ORACLE on the server; maintain system security and control and monitor user access to the database; ensure compliance with the DBMS license agreement; monitor and optimize the performance of the system and database; perform regular system and database maintenance; back-up and recovery of system database and application information; and troubleshoot technical problems.
The NBC will provide updated releases of the Web application and the ORACLE database. The NBC will coordinate and schedule planned upgrades to the ORACLE database to minimize “down time”. The NBC will perform on-going regular system and database maintenance on Sundays. If there is a requirement to access the Web applications on Sunday, this will be arranged in advance.
Database Hosting
The NBC will provide a database of sufficient size to store the data and associated files during the performance period. The NBC will provide ORACLE database storage during the performance period.
The NBC will provide server, system and telecommunications resources for the database and application. The NBC will provide a secure facility with climate-controlled space, a raised floor, and an uninterruptible power supply for server platforms and related support components. Physical security is maintained through key card access to the facility, which is under 24-hour video surveillance. The NBC will provide system back-up and restore capability with a weekly full back-up of user data plus nightly incremental back-ups.
Web Site Hosting
The NBC will provide: server, system and telecommunication resources for Web applications to include the database and application; and a secure facility with climate-controlled space, a raised floor, and an uninterruptible power supply for server platforms and related support components. Physical security is maintained through key card access to the facility, which is under 24-hour video surveillance. The NBC will provide system backup and restore capability with a weekly full backup of user data plus nightly incremental backups.
The NBC will provide: Web site database and file storage; physical and systems security; firewall security; the use of intrusion detection software; administration of all software on the server; monitoring of feedback messages received from the Web site; backup and recovery; and disaster recovery.
