RMS Publications Collage The Risk Management Series (RMS) is a new FEMA series directed at providing design guidance for mitigating multihazard events. The publications are directed at manmade disasters. The objective of the series is to reduce physical damage to structural and nonstructural components of buildings and related infrastructure, and to reduce resultant casualties during conventional bomb attacks, as well as attacks using chemical, biological, and radiological agents. The underlining issue is that improving security in high occupancy buildings will better protect the nation from potential threats by identifying key actions and design criteria to strengthen our buildings from the forces that might be anticipated in a terrorist assault.

FEMA 426 - Reference Manual to Mitigate Potential Terrorist Attacks Against Buildings

This manual provides guidance to the building science community of architects and engineers, to reduce physical damage to buildings, related infrastructure, and people caused by terrorist assaults.

The manual presents incremental approaches that can be implemented over time to decrease the vulnerability of buildings to terrorist threats. Many of the recommendations can be implemented quickly and cost-effectively.

FEMA 426 contains many how-to aspects based upon current information contained in FEMA, Department of Commerce, Department of Defense, Department of Justice, General Services Administration, Department of Veterans Affairs, Centers for Disease Control and Prevention/National Institute for Occupational Safety and Health, and other publications. The manual describes a threat assessment methodology and presents a Building Vulnerability Assessment Checklist to support the assessment process. It also discusses architectural and engineering design considerations, standoff distances, explosive blast, and chemical, biological, and radiological (CBR) information.

The appendices in this manual include a glossary of CBR definitions as well as general defi nitions of key terminologies used in the building science security area. The appendices also describe design considerations for electronic security systems and provide a listing of associations and organizations currently working in the building science security area.

FEMA 427- Primer for Design of Commercial Buildings to Mitigate Terrorist Attacks

This primer introduces a series of concepts that can help building designers, owners, and state and local governments mitigate the threat of hazards resulting from terrorist attacks on new buildings. FEMA 427 specifi cally addresses four high-population, private-sector building types: commercial offi ce, retail, multifamily residential, and light industrial. This manual contains extensive qualitative design guidance for limiting or mitigating the effects of terrorist attacks, focusing primarily on explosions, but also addressing chemical, biological, and radiological attacks.

FEMA 428 - Primer to Design Safe School Projects in Case of Terrorist Attacks

The purpose of this primer is to provide the design community and school administrators with the basic principles and techniques to make a school that is safe from terrorist attacks.

FEMA 428 includes information on how to conduct a threat/ risk assessment, prepare site layout and building design, and create school safety plans. It also includes a brief discussion on blast theory and CBR measures that can be taken to mitigate school vulnerabilities, as well as a standalone description of the concept of safe rooms within schools that will resist CBR and blast threats.

FEMA 429 - Insurance, Finance, and Regulation Primer for Terrorism Risk Management in Buildings

The purpose of this primer is to introduce the building insurance, fi nance, and regulatory communities to the issue of terrorism risk management in buildings and the tools currently available to manage the risks. FEMA 429 provides information related to insurance, the Terrorism Risk Insurance Act of 2002, and highlights current building regulations related to terrorism risk, due diligence, and vulnerability. The manual also includes a Building Security Checklist categorized by data collection, attack delivery methods, and attack mechanism parameters.

E155 - Building Design for Homeland Security

This course will be offered at the FEMA training center in Emmitsburg, MD, and at Virginia Tech. The purpose of E155 is to familiarize students with assessment methodologies available to identify the relative level of risk for various threats, including blast and CBR. The students will be introduced to FEMA 426 and will be asked to provide cost-effective mitigation measures for a range of manmade hazards. The primary target audience for this course includes engineers, architects, and building officials.

FEMA 424- Design Guide for School Safety Against Earthquakes, Floods, and High Winds

This manual is intended as the first of a series of publications (hospitals, multifamily dwellings, commercial buildings, and light industrial facilities to follow) to provide guidance for the protection of school buildings from natural disasters. This volume concentrates on grade schools, K-12. FEMA 424 covers earthquakes, floods, and high winds. Its intended audience is design professionals and school officials involved in the technical and financial decisions of school construction, repair, and renovations.
This manual introduces two core concepts: multihazard design and performance-based design. Neither of these is revolutionary, but represent an evolution in design thinking that is in tune with the increasing complexity of today’s buildings and also takes advantage of developments and innovations in building technology. It also outlines the steps necessary in the creation of a specific risk management plan for protection against earthquakes, floods, and high winds.
The focus of this manual is on the safety of school buildings and their occupants, and the economic losses and social disruption caused by building damage and destruction.

FEMA 389 - Communicating with Owners and Managers of New Buildings on Earthquake Risk: A Primer for Design Professionals

FEMA 389 has been developed to facilitate the process of educating building owners and managers about seismic risk management tools that can be effectively and economically employed by them during the building development phase-from site selection through design and construction-as well as the operational phase. The document provides guidance for identifying and assessing earthquake-related hazards during the site selection process, including the potential seismic hazards of ground shaking, surface fault rupture, soil liquefaction, soil differential compaction, landsliding and inundation, as well as other potential hazards affecting building performance-vulnerable transportation and utility systems (lifelines), the hazards posed by adjacent structures, the release of hazardous materials, and postearthquake fires. Detailed discussions are provided throughout the document, along with illustrations, data, and checklists designed to be used by building design professionals when communicating with building owners and managers on the means to reduce their seismic risk.
