November 15, 2004 (Honolulu, Hawaii) - "Many nations in the Asia-Pacific region have made integral contributions to the war on terrorism – significantly building and improving counterterrorism capabilities in the immediate aftermath of the September 11th attacks.  

Especially in the area of maritime security, we have made marked progress with programs such as the Container Security Initiative.  Since the launch of CSI,  U.S. Customs inspectors work alongside our partners to target and screen cargo in 26 international ports including Singapore, Hong Kong and Malaysia.  

With the use of large-scale gamma ray and x-ray imaging systems, Customs officers can scan the interior of a full-size, 40-foot container in under one minute.  In this way, we are able to enhance the security of our nations without sacrificing the free and swift flow of commerce on which our economy depends."

DHS Awards 105 Scholarships and Fellowships to Undergraduate and Graduate Researchers

November 15, 2004 (Washington, D.C.) – The U.S. Department of Homeland Security’s Science and Technology directorate today announced that its Scholarship and Fellowship Program has awarded full-tuition scholarships and stipends to 105 college juniors and graduate students studying math, engineering and science. The program is designed to encourage and support students in their effort to develop a scientific foundation and pursue technological breakthroughs resulting in improved homeland security.

“It is gratifying to welcome such an accomplished group of students, who I know will go far in helping us to continue building a firm foundation of U.S. leadership in science and technology,” said Homeland Security Secretary Tom Ridge. “The track record of this group of students makes clear what a valuable investment Homeland Security Scholarships and Fellowships make.”

TSA Proposes More Air Cargo Security Measures

November 12, 2004 - The Transportation Security Administration (TSA)  announced publication in the Federal Register of the Notice of Proposed Rule Making for the Air Cargo Strategic Plan. The proposed rulemaking would require the adoption of security measures throughout the air cargo supply chain, and would impose significant barriers to terrorists seeking to use the air cargo transportation system for malicious purposes.

“TSA is closing the loopholes for those who would do harm to our nation and its people,” said Rear Admiral David M. Stone, USN (Ret.), Assistant Secretary of Homeland Security for TSA.  “Several more layers of security protect American interests with the implementation of these initiatives.”
