The Coalition Provisional Authority (CPA) created an Iraq Program Management Office (PMO) to prioritize and oversee all procurement funded by the U.S. Government appropriation of over $18.6 billion for Iraq reconstruction. The U.S. Department of Defense is issuing the contracts on behalf of the PMO. The U.S. Army Corps of Engineers and U.S. Navy are the primary agencies issuing contracts. Other U.S. Government agencies, including the U.S. Agency for International Development (USAID) and the State Department, are also issuing contracts funded by the appropriation.
Companies from 63 Coalition and troop-contributing countries are eligible to compete as prime contractors on the U.S.-funded contracts. Each of the awarded contracts may require subcontract work. All contractors are responsible for selecting their own subcontractors. For information concerning subcontracting opportunities and point of contact information at each of the major contractors refer to appendices I-IV.
Companies from all countries are eligible for subcontracts with the exception of countries that support terrorist networks. In general, all contractors should demonstrate experience, financial capability, high competency of in-country personnel, the ability to positively impact the Iraq economy through capacity-generation and employment, and the capability to proceed quickly. Prime contractors and subcontractors are expected to partner with Iraqi firms at every opportunity.
Sub-Contracting Road Show events sponsored by the Coalition Provisional Authority -- Program Management Office (CPA/PMO) related to subcontracting for Iraqi Reconstruction have already begun. Events of interest and dates include: Rome (28 April) and Istanbul (29 April).
U.S. Companies with Primary Iraq Reconstruction contracts will attend these events and will be looking to meet Bulgarian (and other countries) companies interested in sub-contracting. The events will feature CPA PMO chief Admiral David Nash and focus on networking with U.S. Companies that have won the primary contracts for U.S.-funded Iraq construction projects.
The conferences will showcase potential sub-contracting opportunities for companies from around the world. At each conference, prime contractors will present their plans, expectations and potential sub-contracting opportunities to companies interested in competing for reconstruction contracts.
The prime contractors will deliver their expectations and will be available to address questions directly. Thus, potential subcontractors can better prepare their submissions. The primary contractors will make up their decisions in conjunction with the events.
The following three pages provide point of contact information at some of the major contractors. For detailed information about subcontracting opportunities refer to appendices I-IV.
