National Enforcement Training Institute
The EPA National Enforcement Training Institute (NETI) is required
by statute to train Federal, state, local and tribal lawyers,
inspectors, civil and criminal investigators, and technical experts
in the enforcement of the Nation's environmental laws. NETI provides
a comprehensive and integrated approach to training, in which
enforcement and compliance personnel are trained in a range of
specialities in order to work together more effectively as a team.
Accomplishment of this mission ensures the development of a highly
skilled, professional enforcement and compliance workforce. Vigorous,
judicious, and well-considered enforcement and compliance efforts
results in high levels of compliance with laws designed to protect
the environment.
To accomplish this, NETI:
- Delivers training of the highest quality using the most cost-effective
methods and sound educational techniques.
- Obtains input from OECA personnel and all EPA partners at
the Federal, state, local and tribal levels of government
on training needs, curriculum development, and course delivery.
- Develops a curriculum of core competencies and specialized
skills for all enforcement and compliance personnel, and ensures
the availability of training to fulfill the curriculum.
- Recruits, supports and rewards instructors from within and
outside EPA to ensure the highest quality faculty for NETI-sponsored
courses.
- Develops an annual course plan and schedule based upon needs
and cost effectiveness.
- Maintains up-to-date training facilities and employs the
latest and most effective technology in educational tools,
delivery methods, and techniques.
- Ensures awareness of and access to training by environmental
enforcement and compliance personnel at all levels of government
through a variety of communications media, including electronic
systems.
- Develops and implements quality standards and evaluation
protocols for courses offered under the auspices of NETI.
