Community Services Block Grant Information System (CSBG/IS) Statistical Report, FY 1996*

Resources
Forty-eight states, the District of Columbia, and Puerto Rico reported on the 1996 CSBG/IS Survey that:

  • The CSBG network was made up of 1,145 local eligible entities, largely Community Action Agencies, in 96 percent of the counties in the United States. They used CSBG funding for their core operations and for developing and coordinating programs to fight poverty.
  • $416 million was expended from federal and state CSBG appropriations to support the core activities of the CSBG network.
  • More than $5.2 billion of federal, state, local and private resources was mobilized and coordinated to combat the causes of poverty.
  • Nearly $4 of state, local, and/or private contributions was leveraged to match each CSBG dollar expended.
  • Nearly 28 million hours of service were contributed by volunteers, the equivalent of more than 12,000 full-time employees—a new record for the network.
  • The state block grant portion of the CSBG was $390 million for FY 1996.
  • The network’s funding from all other sources, federal, state, local and private, was $4.8 billion.

Clients
The CSBG/IS provided reports on CAA clients and their characteristics and indicated that the CSBG network may have served as many as 23 percent of Americans in poverty in 1996. In the 43 states reporting, CAAs served:

  • 10.9 million low-income individuals;
  • 3.9 million families including:
    • over 1.5 million families with incomes below 75 percent of the Federal Poverty Guideline, or below $9,735 for a family of three in 1996;
    • more than 1.7 million families with children; and
    • approximately 1.7 million working poor or retired worker families;

  • 3.4 million white, non-Hispanic clients;
  • 1.6 million black, non-Hispanic clients; and
  • 1 million Hispanic clients.

Services
The CSBG network reported that its top three service priorities, as measured by expenditure levels of coordinated resources, were:

  • education, especially pre-school initiatives such as Head Start (36 percent);
  • emergency services, from energy and housing crisis assistance to disaster relief (13 percent); and
  • nutrition initiatives (13 percent).

The top three service priorities for CSBG expenditures alone were:

  • linkage programs (22 percent);
  • emergency services (20 percent); and
  • nutrition (13 percent).
