NATIVE EMPLOYMENT WORKS PROGRAMThe Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 replaced the Tribal Job Opportunities and Basic Skills Training (JOBS) Program with a new tribal work activities program, to be identified as the Native Employment Works (NEW) Program. The funding level for the NEW Program is set at the FY 1994 level by PRWORA ($7,633,287). Only those Indian Tribes and Alaska Native organizations which operated a Tribal JOBS Program in FY 1995 are eligible to apply. To obtain FY 97 funding for the NEW Program, an abbreviated preprint must be completed and submitted as soon as possible. Under the PRWORA, the NEW program is to provide work activities to tribal members. You are encouraged to continue serving Temporary Assistance for Needy Family (TANF) recipients, TANF family members and non-custodial parents. Please be aware that renegotiation of agreements and additional reporting requirements will be necessary in this case. Due to the diversity of each program, reservation economic conditions, resources and program flexibility, each grantee has to design its NEW program to fit the needs of its unique community. Each program will develop its own standards in terms of what client outcomes are envisioned and realistic. The proposed standards should be measurable, out-come based and consistent with the program design described in this preprint. Grantees have the latitude to propose different standards for different categories of clients, for example, teen parents, or different types of activities such as entrepreneurial training, as long as it is related to client employment or achievement of self-sufficiency.
