SUBJECT:      Estimates of Quarterly Obligations for the FY 1998 Low Income
              Home Energy Assistance Program (LIHEAP)

              amended; P.L. 90-577 (Intergovernmental Cooperation Act of
              1968); form ACF-535 (OMB Clearance Number 0970-0037, approved
              for use through June 1998)

PURPOSE:      To collect from LIHEAP state grantees estimates of their
              quarterly obligations under the FY 1998 LIHEAP Program.

CONTENT:      The Office of Management and Budget (OMB) approved the
              collection of certain data to be used by the Department of
              Health and Human Services (DHHS) for the LIHEAP Program.  The
              data to be collected are grantees' estimates of obligations
              they will make each quarter under the FY 1998 program.  Your
              participation in the data collection is voluntary.  If the
              information is not received, grant awards will be made in the
              amount of 25 percent of the grantee's allocation in four
              quarterly grant awards for FY 1998.  Once the quarterly
              allocations are set, our ability to change them is constrained
              by our OMB apportionment.

              The information collected is used to substantiate budget
              requests for low-income energy assistance payments and to make
              awards based on each state's needs.  However, as you know, the
              availability of funding is dependent on Congressional action
              to provide funding via an appropriation or continuing
              resolution and the apportionment of funds by OMB.

              We are providing a form (see attached) that you may use to
              provide us with the estimates of your quarterly obligations.
              This form will enable the Administration for Children and
              Families to target your needs for FY 1998 funding authority.

              If you plan to carry over funds from your FY 1997 program to
              begin your program in October, please make sure that your
              estimate of obligations reflects the point at which you
              anticipate requiring FY 1998 grant authority.  It would also
              be helpful to know if you have dates scheduled on which you
              plan to make automatic payments so that we can be prepared to
              meet your specific funding needs.  In addition, any grantee
              which will require FY 1998 funds prior to October 20 should
              advise us of that fact in its response.

              This form is due September 1, 1997.
