SUBJECT:       National Low Income Energy Consortium Annual
               Conference June 12-15, 2000

CONTENT:       The National Low Income Energy Consortium's
               (NLIEC) fourteenth annual conference, "Building
               Bridges: California Dreaming," will take place in
               Los Angeles, California, June 12-15, 2000.  The
               National Fuel Funds Network (NFFN) and the
               National Energy Assistance Directors' Association
               (NEADA) are holding their annual meetings in
               conjunction with the NLIEC conference.  The NFFN
               and NEADA meetings will be June 11-12.

               The NLIEC program will focus on all
               segments of the low-income energy environment and
               work toward coordinated solutions to low-income
               energy problems.  NLIEC is dedicated to
               heightening awareness of the energy needs of low-
               income consumers and to developing public/private
               partnerships and programs to address these needs.

               Participants will include low-income
               energy assistance managers and service delivery
               staff, energy distributors, fuel fund directors,
               energy and budget counselors, consumer
               organization managers and staff, utility
               representatives, regulatory commissions, and
               individuals from a number of other fields related
               to providing energy to low-income households.  The
               NLIEC conference is the only national conference
               that brings this range of groups together to focus
               on low-income home energy needs.

               Many of the workshops will be valuable
               to those involved in the Low Income Home Energy
               Assistance Program (LIHEAP).  LIHEAP managers and
               staff will find valuable workshops on a variety of
               topics, such as the impact of welfare reform on
               LIHEAP, results oriented performance measurement,
               effective targeting of funds, uses of emergency
               contingency funds, utility restructuring,
               coordination of state and federal energy
               assistance programs and legislation related to low-
               income energy assistance and weatherization.

               Because we have found this conference to
               be especially useful for LIHEAP grantees in the
               past, we are providing partial funding from LIHEAP
               training and technical assistance funds to support
               LIHEAP-related workshops at the conference.

               We understand that out-of-state travel
               funds are extremely limited for many LIHEAP
               grantees.  However, this is such an excellent
               opportunity to meet and exchange ideas with other
               grantees and representatives of related industries
               that we encourage all LIHEAP grantees and
               interested parties to attend these joint
               conferences.  We cannot provide any assistance
               with travel costs for our LIHEAP grantees.

               The attached brochure includes detailed
               information about the NLIEC, NEADA, and NFFN joint
