TO:            LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)
               GRANTEES AND OTHER INTERESTED PARTIES

SUBJECT:       National LIHEAP Technical Assistance Workshop

PURPOSE:       To announce the scheduling of a LIHEAP Workshop for
               grantees in Washington, DC - February 5-6, 2001.

CONTENT:       The Division of Energy Assistance (DEA) will
               conduct a training workshop, to take place in
               Washington, DC on February 5 and 6, 2001 (two all-
               day sessions).

               Under contract to the Office of Community Services,
               the National Energy Assistance Directors'
               Association (NEADA) will be handling the logistics
               for the February workshop.  This is the first of
               two meetings scheduled under a new contract
               with NEADA.  NEADA provided logistical
               support for two meetings under a previous
               contract, with LIHEAP workshops held in February
               2000 and Feburary 1999.  You should also be aware
               that NEADA will hold a separate meeting for its
               members in the same hotel on Wednesday, February 7.

               The National HHS Training and Technical
               Assistance Workshop in February will focus on a
               number of topics of interest to all LIHEAP
               grantees, including grantees' use of emergency
               contingency funds and  REACH program evaluations.
               There will be an afternoon session for tribal
               grantees, and at the same time, a session of
               special interest to states on performance
               standards.

               The LIHEAP workshop will be conducted for two full
               days, from 9:00 AM to 5:00 PM, on Monday, February
               5 and Tuesday, February 6 at the Wyndham City
               Center Hotel in Washington, DC.  The hotel is
               conveniently located and near the Metro subway
               system (blue or orange line) at the "Foggy
               Bottom/GWU" stop.  It is also within 5 blocks of
               the subway red line at the "Farragut North" stop,
               and 5 blocks from the "Dupont Circle" stop on the
               red line.  The excellent location of the hotel to
               the Metro will provide grantees with a nearby
               method for travel to and from downtown Washington
               and Reagan National Airport.

               We have obtained room rates from the Wyndham of
               $119 for single occupancy and $139 for double occupancy.
               These rates do not include taxes.  Grantees will be
               responsible for making and paying for their own travel
               and hotel reservations.  DEA is unable to offer travel
               reimbursement to grantees for their travel costs
               to attend this meeting.

               In order to get the special room rates of $119 or
               $139, grantees must identify themselves when
               making the reservation as participants in the
               "LIHEAP Training and Technical Assistance Workshop".

               Under separate cover, NEADA will mail
               registration information, registration forms, and
               other details about the workshop to all current
               LIHEAP grantees.  Please follow NEADA's
               instructions on registering for the workshop.
               There will be a $125 registration fee charged to
               attend the LIHEAP workshop.  However, the fee is
               waived for tribes and tribal organizations to send
               one member to the meeting.  Any additional members
               from a tribe or tribal organization will be
               required to pay the $125 registration fee.

               A tentative agenda for the February workshop is
               included in this Information Memorandum.  If you
               have suggestions for additional workshop topics,
               please contact Nick St. Angelo in DEA.
