Optimization
The Office of the Deputy Assistant Secretary for Program Support has
been tasked with supporting the Department of Health and Human Services'
efforts relating to the President's Management Agenda (PMA) and the Secretary's
"One HHS" initiative. A major component of "One HHS"
is to reduce administrative expenses through consolidation and to redirect
the dollar savings into programs. In support of this goal, the Department's
Chief of Staff recently tasked the Program Support Center (PSC) with operational
responsibility for consolidated Departmental functions. It is clear that
technology optimization is critical to the PSC being successful in carrying
out its new responsibilities. The primary focus of the BTO Initiative
is to assist the PSC maximize its return on IT investments by ensuring
new technology solutions are supportive of its strategic business goals.
The Director of the PSC's Business Technology Optimization Initiative,
Ms. Ann Speyer, will have the PSC and/or Department-wide lead on the following
major technology projects:
- E- Payroll - the transition of payroll services to DFAS,
- e-OPF - the transition of the 65,000 employee official personnel
files from a paper system to an electronic medium,
- EHRP Enhancements - introduction of additional functionality to maximize
the Department's investments in PeopleSoft HR products, including the
complex workforce analytics module,
- the Department-wide implementation of Quickhire and QuickClass software,
- HHS University Learning Management System - to facilitate the consolidation
of common needs training across HHS Operating Divisions,
- e-travel - a government effort to standardize travel services and
systems
BTO will also play a major PSC role in implementing the new Department-wide
Unified Financial Management System (UFMS), a major shared services initiative.
