Overview

The Intra-Governmental Payment and Collection (IPAC) System is one of the major components of the Government On-Line Accounting Link System II (GOALS II). The IPAC application's primary purpose is to provide a standardized interagency fund transfer mechanism for Federal Program Agencies (FPAs). IPAC facilitates the intra-governmental transfer of funds, with descriptive data from one FPA to another.

The IPAC System contains multiple components:

  • the IPAC application;
  • the Retirement and Insurance Transfer System (RITS);
  • Treasury Receivable Accounting and Collection System (TRACS) interface;
  • Enrollment.

Phase I changes were implemented October 11, 2003, in support of: (1) FMS' Governmentwide Accounting Modernization Project (GWA), (2) Intra-governmental Transaction Elimination Efforts and (3) OMB's Intra-governmental Transaction Portal (IGTP), the following changes were implemented in IPAC:

  • All IPAC payment, collection and adjustment transactions are required to contain Sender Treasury Account Symbol (TAS) and Sender Standard General Ledger (SGL) account information.
  • IPAC bulk file format Release 2.1 was implemented.  Bulk file submitters can no longer submit transactions using the Release 1.0 format.
  • Transaction Report Downloads for both IPAC and TRACS transactions in CSV/TSV Format were modified in support of the Phase I changes.
  • ALCs receiving IPAC transactions have the capability to supplement the transaction with Receiver SGL data. Providing Receiver SGL data is optional.
