POSITION DUTIES AND RESPONSIBILITIES:
Information Technology Specialists at BLS perform work
involving the development, testing, implementation, and
adaptation of computer systems to support a variety of
statistical and economic functions.
- Participates in the gathering, documenting and validation of
detailed computer system requirements.
- Participates in the development of various types of computer
systems by writing computer programs.
- Participates in the testing of individual and/or integrated
computer programs.
- Participates in the implementation of fully functional
computer systems.
- Participates in the maintenance and support of computer
systems that support various BLS functions.
QUALIFICATION REQUIREMENTS: (Applicants must meet
qualification, legal, time-in-grade, and regulatory requirements
for the position by closing date of this vacancy announcement.)
To qualify for GS-7, you must possess one of the following:
A. Superior Academic Achievement: You must have an
undergraduate degree
with major study in computer science, information science,
information systems
management, mathematics, statistics, operations research,
engineering, or
course work that required the development or adaptation of
computer programs
and systems and provided knowledge equivalent to a major in the
computer field
and meet one of the following Superior Academic Achievement
(S.A.A.) provisions:
1. Class Standing - applicants must be in the upper third
(based on completed courses) of the graduating class in their
college, university, or major subdivision, such as the College
of Liberal Arts or the School of Business Administration; or
2. Grade Point Average (G.P.A.) - applicants must have:
A) a G.P.A. of 3.0 or higher out of a possible 4.0 ("B" or
better) as recorded on their official transcript, or as computed
based on 4 years of education, or as computed based on courses
completed during the final 2 years of the curriculum; or
B) a 3.5. or higher out of a possible 4.0 ("B+" or better)
based on the average of the required courses completed in the
major field completed during the final 2 years of the curriculum.
Note: G.P.A. are to be rounded to one decimal point. For
example, 2.95 will rounded to 3.0, and 2.94 will rounded to 2.9.
3. Election to a membership in a national scholastic honor
society - applicants can be considered eligible based on
membership in one of the national scholastic honor societies
listed on OPM's website.
NOTE: Applicants usually cannot claim credit based on their
overall G.P.A. if more than 10 percent of your total credit was
based on pass/fail or similar systems rather than on
traditional grading systems. Applicants who cannot claim
credit under
the G.P.A. requirements, may claim credit for S.A.A. only on
the basis of class standing or membership in an honor
society.
OR
B. Completion of one full year of graduate level education.
Such education must demonstrate the knowledge, skills, and
abilities necessary to do the work of the position. To qualify
on the basis of graduate education, one year of the graduate
study must be in one or a combination of the following fields:
computer science, information science, information systems
management, mathematics, statistics, operations research, or
engineering, or course work that provided the knowledge,
skills and abilities necessary to do the work. One academic
year of graduate education is considered to be the number of
credits hours that your graduate school has determined to
represent one academic year of full-time study. Such study may
have been performed on a full-time or part-time basis. If you
cannot obtain your graduate school's definition of one year of
graduate study, 18 semester hours (or 27 quarter hours) should
be considered as satisfying the requirement for one year of
full-time graduate study.
OR
C. One year of specialized experience equivalent to at least
the GS-5 level performing duties such as developing
applications according to detailed specifications or modifying
existing codes; testing and validating programs;
interviewing subject-matter specialist to determine the
functional requirements of a program or systems of program and
documenting those requirements in a high level design; building
or modifying databases from detailed specifications;
providing help desk or other similar hardware/software support
to a group of computer users; or providing system support
for a computer network.
OR
D. Completion of a combination of education and experience
described in "B"
and "C" above.
If you do not qualify based on education or experience alone,
you can combine your education and experience by
converting each to a percentage and then adding the
percentages. (If your education is currently described in
quarter
hours, convert the quarter hours into semester hours by
multiplying the quarter hours by the fraction 2/3.) For GS-7:
divide
the number of graduate semester hours by 18. Refer to the
qualification requirements above for a description of the type
of
experience that is considered qualifying. To determine your
percentage of qualifying experience, you must divide your
total number of months of qualifying experience by the required
number of months of experience. GS-07: Requires 12
months of specialized experience as described in "C" above. Now
add your percentages of education and experience.
The two percentages must total at least 100% for your to
qualify under the combination of education and experience.

DELEGATED EXAMINING UNIT (DEU) BY THE OFFICE

METHOD OF EVALUATION
Applicants meeting the minimum qualification requirements for
this position may be further evaluated against other job
related factors to determine who will be referred to the
selecting official. The rating and ranking of candidates to
determine the best qualified will be accomplished by comparing
the candidate's knowledge, skills and abilities against a
rating schedule on each of the evaluation factors. These
factors are essential to the successful performance of the
duties
