About the National Electronic Child Support Resource System (NECSRS)

In an effort to meet States' training and technical assistance needs, the Federal Office of Child Support Enforcement (OCSE), with input from our State partners, developed the National Electronic Child Support Resource System (NECSRS). NECSRS provides the user with timely and easy access to a wealth of Child Support Enforcement (CSE) resources available from Federal, State, local, and Tribal CSE organizations. NECSRS' main emphasis is to identify and electronically index these resources which are organized by:

  • Subject Areas: Locate, Paternity Establishment, Establishing and Enforcing Support Orders, Medical Support, etc.
  • Resource Types: Policy [Action Transmittals (ATs), Information Memorandums (IMs), and Dear Colleague Letters (DCLs), etc.], Training, Best Practices, Research, etc.

The NECSRS database contains a profile for each resource document. Users can perform full text searches by using key words found in the profiles, much like using a card catalog system at a public library. Users can access resource material by entering key words by subject, resource type, document title, State, or other key index categories.

NECSRS provides the capability (on-line help and instructions are included) to download internet files such as HTML (the standard file format of the World Wide Web) and PDF (Adobe Acrobat's Portable Document Format) into a format which can be saved to a computer's hard drive. Some resource materials are also available in other file formats.

The NECSRS user can view electronically stored documents, highlight and print specified sections, and/or download the entire document to a computer. NECSRS provides a contact person for resource material that is not electronically available.

NECSRS Objectives

The NECSRS objectives are to: provide an electronic system to facilitate rapid, timely access, and dissemination of CSE resource materials among Federal, State, local, and Tribal CSE organizations; identify and index resource materials contributed by Federal, State, local, and Tribal CSE organizations; and provide NECSRS users with the ability to search, locate, view, and/or download resources from an extensive library of CSE resource materials via the Internet.

4 Gb Monitor: Color, 15 inch

Multi-media Capability:

4 MB Video card - 8 MB Video card, CD ROM 6x, 12x Preferred1 Sound Card (SoundBlaster or compatible), speakers, headphones

World Wide Web Access:

28.8 modem, minimum

Internet Browser:

Netscape version 4.0 preferred (browser differences can impact view of training program), Internet Explorer version 5 or higher

Once connected to the OCSE home page, click on the NECSRS hyperlink. NECSRS easy-to-use features include a variety of navigational buttons. NECSRS comprehensive help index also provides answers to frequently asked questions (FAQs).

FY 2001 Technical Assistance and Training Needs

OCSE has completed its analysis of States' responses to the National Technical

Assistance (TA) and Training Needs Assessment. The report was disseminated via DCL-01-44. The information below highlights major issues and technical assistance and training needs as identified by States.
