About NECSRS

The Federal Office of Child Support Enforcement (OCSE) recently conducted a needs assessment to ascertain States' technical assistance and training needs in carrying out their child support enforcement responsibilities. A national electronic resource center system was identified as a high priority area. The purpose of the National Electronic Child Support Resource System (NECSRS) is to support the mission of OCSE by identifying/indexing Federal, State, and local resource materials. NECSRS will facilitate access to these resources via links to existing Web sites, as feasible. NECSRS builds upon and integrates existing ACF, OCSE, and State systems; Internet capabilities; and other innovative tools and technologies.

NECSRS Contents

The primary "focus" of NECSRS is the search capability. NECSRS searches benefit child support enforcement (CSE) professionals by providing a rapid capability to locate quality CSE resource material information which exists in a variety of file formats (e.g., Lotus Notes documents, HTML, portable document format, audio, video, etc.). This information includes resource materials available from the NECSRS Web site categorized by a variety of CSE subject and resource categories, as well as links to specific resource materials maintained at other sites.

NECSRS also contains site information related to the Web site in What's New; a capability for users to provide Feedback using Internet e-mail; answers to frequently asked Questions; and this Help section.

General Information

Computer Requirements

The World Wide Web is an exciting place to be. Computer prices have dropped beneath the $1000 price range. In order to take full advantage of the World Wide Web, you need to check out the computer requirements (both hardware and software).

Hardware

Today you need to have a 486 or Pentium computer and at least 16 megabytes (MB) of random access memory (RAM) to operate software programs without significant delays for objects to appear on the computer screen. Most software is developed for use with some form of a Windows operating system that will require a VGA or super VGA monitor and graphic adapter card capable of higher graphic resolutions (the higher the resolution the better the picture will be). If you desire to browse the Web and send/receive images quickly, you will also need to have a system that has an Internet connection via a high-speed modem (28.8 or higher, 56k preferred) or a local area network (LAN). In most cases, the faster the line speed the faster the images will be displayed on your screen when you are "surfing" the Internet.

Browser Software

Today's browser software provides you with some amazing capabilities. The two predominant Internet browsers on the market are Netscape Navigator and Microsoft Explorer. In order to use all of the features available in our web site you will need to be using Netscape Navigator software (version 3.0 or better) or Microsoft Internet Explorer (version 3.0 or better). Older versions of browser software are not capable of interpreting some Web pages. We encourage you to try both and let us know what you prefer by send your feedback.

Navigating the Site

Several features are provided to assist you with navigating the NECSRS Web site. We suggest taking a stroll through our site by using the navigation buttons. It's probably the easiest way to get to know your way around.

  • Navigation Buttons. The navigation buttons provide you with an easy way to navigate almost anywhere you want to go in our Web site. The navigation buttons are placed at the top and left hand side of the Web pages. Simply click on an item with your mouse and jump to that topic in the Web site.
  • Hypertext/Hyperlinks . Most all of the Web pages you browse through will contain links between text or an object that allow you to jump to another part of the Web site or to a different Web site. The links are often referred to as hypertext or hyperlinks. You can recognize a hypertext link by moving your mouse over text that is underlined and is a different color.
  • Help. You can get back to this help page from almost any location in our Web site. Links back to this help page are made available to you as a hypertext link within many Web pages.
  • Forward/Back Browser Toolbar Buttons. The Netscape Navigator browser toolbar contains a forward and a backward button. If you select the backward button you jump back to the previous Web page. If you have gone backward and desire to jump forward again, just click on the forward button.

Using the Search

Additional Search Terms

You begin a keyword search by typing your query in the search box. The following describes the more frequently used search terms.

Basic Search Examples:

Term Definition Example
AND Connecting two terms with AND returns records having both of the two terms. Distribution AND Training : This will return records containing both 'distribution' AND 'training'.
OR Connecting two terms with OR returns records having either (or both) of the terms. Distribution OR Training : This will return records containing either 'distribution' OR 'training' (or both).
NOT Using NOT returns records NOT having the term. NOT Training : This will return all records that do not contain 'training'.
" " Using " "(quote marks) treats several terms as one phrase. "Customer Service" : This will return records containing the phrase "customer service".
