Program Purpose and Objectives. Modification: Standing Announcement for Services to Recently Arrived Refugees, Funding Opportunity No. HHS-2004-ACF-ORR-RE-0004

Program Purpose and Objectives. The Office of Refugee Resettlement Standing Announcement for Services to Recently Arrived Refugees, Volume 69, Federal Register page number 22276, April 23, 2004, is hereby modified to reflect an additional deadline for the Priority Area 2--Unanticipated Arrivals for FY 2005. This additional deadline encourages applicants to respond to the needs of newly arriving populations.

Grants for Outreach To Target Populations under the Trafficking in Persons Program, Funding Opportunity No. HHS-2004-ACF-ORR-ZV-0006.

The Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) announces a new grant program under its Trafficking in Persons Program for projects to expand existing outreach activities to identify and counsel victims of a severe form of human trafficking, as defined by the Trafficking Victims Protection Act of 2000 (22 U.S.C. 7101).

Standing Announcement for Services to Recently Arrived Refugees, Funding Opportunity No. HHS-2004-ACF-ORR-RE-0004

Program Purpose and Objectives. The purpose and objectives of Priority Area 1, Preferred Communities, are to support resettlement of newly arriving refugees with the best opportunities for their assimilation into new communities, and to support refugees with special needs that require more intensive case management. Applicants may apply to support resettlement in new communities targeted to geographic sites or special populations agreed to in consultation with the Department of State/ Bureau for Population, Refugees and Migration (PRM) and ORR.

Wilson/Fish Discretionary Grant Program, Funding Opportunity No. HHS-2004-ACF-ORR-RW-0005

Program Purpose and Objectives. The purpose of Wilson/Fish projects is to provide integrated services and cash assistance to refugees in order to increase refugees' prospects for early employment and self-sufficiency, reduce their level of welfare dependence and promote coordination among voluntary resettlement agencies and service providers. Projects will be accepted under either of two categories: (1) Projects to establish or maintain a refugee program in a State where the State is not participating in the refugee program or is withdrawing from the refugee program or a portion of the program; and (2) projects to provide an alternative to the existing system of assistance and services to refugees. Funding is available to these projects under the ``Wilson/Fish'' authority. This notice replaces the notice published in the Federal Register of April 22, 1999 (64 FR 19793).

Services to Unaccompanied Alien Children FY 2004 Discretionary Grants for the Family Violence Prevention and Services Program, Funding Opportunity No. HHS-2004-ACF-ORR-ZU-0007.

One of the functions of the Division of Unaccompanied Children's Services (DUCS) within ORR is to provide temporary shelter care (shelter, staff secure and secure) and other related services to children in ORR custody (as defined in Section I under Provision of Care of this announcement). Shelter care services will be provided for the period beginning when DUCS accepts a child for placement and ending when the child is either released from custody or a final disposition of the child's immigration case results in removal of the child from the United States.

ORR Voluntary Agency Matching Grant Program, Funding Opportunity No. HHS-2004-ACF-ORR-RV-0003

Program Purpose and Objectives. The purpose of the Matching Grant Program is to help eligible clients attain self-sufficiency within 120 to180 days after date of eligibility for Matching Grant services, without accessing public cash assistance.

Support for Services to Torture Victims, Funding Opportunity No. HHS-2004-ACF-ORR-ZT-0002

Program Purpose and Objectives. The purpose of the torture treatment program is to provide services to persons who have experienced torture. It is also to conduct training for health care, psychological, legal and social service providers outside the torture treatment centers to provide appropriate services and care to torture survivors.
