WELCOME

The Office of Community Services (OCS), Administration for Children and Families within the Department of Health and Human Services administers the Job Opportunities for Low-income Individuals (JOLI) Program, a competitive discretionary grant.

The purpose of the program is to award funds to organizations that will create new employment opportunities for individuals receiving Temporary Assistance for Needy Families (TANF) benefits and any other individual whose income level does not exceed 100 percent of the official poverty guidelines as published by the U.S. Department of Health and Human Services.  Within the target groups mentioned, emphasis is placed on individuals receiving TANF or its equivalent under State auspices as well as those who are unemployed, those residing in public housing or receiving housing assistance, homeless, and/or non-custodial parents.

The JOLI program is a job creation program that awards funds to organizations that create new full-time employment for TANF and certain low-income individuals.  Program funds are awarded in four project designs priority areas: 1) expansion of existing businesses through technical and financial assistance; 2) self-employment/microenterprise; 3) new business ventures; and, 4) non-traditional employment initiatives that lead to economic self-sufficiency for eligible participants. 

Organizations eligible to apply for funding are non-profit organizations (including faith-based and community development corporations and charitable organizations) that are tax-exempt under Section 501(a) of the Internal Revenue Code of 1986 by reason of paragraph (3) or (4) of section 501(c) of such Code.

All projects funded under the JOLI program must enter into a cooperative relationship with the local State agency responsible for administering the TANF Program funded under Part A of Title IV of the Social Security Act.  Projects must hire an independent third party evaluator to evaluate methodologically the effectiveness of the activities carried out under the project.  All projects are encouraged to enter into a formal partnership with the local Child Support Enforcement Agency.

Annual appropriations are approximately $5,500,000 for this program, and approximately 10 grants are awarded per fiscal year.   Grant awards are approved for up to a three-year project period and the maximum grant award of $500,000 is for the full project period.   However, the amount of the award is contingent upon actual Congressional program appropriation, and the amounts requested in individual grant application.  There is no funds match requirement, however OCS encourages applicants to mobilize additional funds.
