The page is organized around the following three general topics:
- General Information about the Program--Overview of the EZ/EC Program, a listing of urban and rural EZ/EC projects with detailed information about each one, and links to other federal agency web sites with more information about the program.
- Health and Human Services Support--HHS contact names and addresses, links to HHS offices and agencies that provide funding and technical assistance for community projects.
- EZ/EC Grants--Details about $1 billion in flexible grants the HHS Office of Community Services awarded for the Round One EZ/EC projects, information about allowed uses of the funds, reporting requirements, audit standards and procedures, and so forth.
SPECIAL INFORMATION
The project periods for EZ/EC SSBG Funds awarded to States for local EZ/EC projects will expire on December 21, 2004 . The Office of Community Services is available to assist States that want to close-out grants (see Information Memorandum #5) or receive a grant extension. Extensions are available to projects with significant unexpended grant funds and a project plan for the extension period. Extensions are available through December 31, 2009 , (see Information Memorandum #4). All requests must be submitted jointly by the State Agency that is the official grantee of record for the E/EC SSBG grant funds and the Local Lead Entity for the EZ/EC Project Area.

The Office of Community Services
The Office of Community Services is honored to be the lead HHS office for the EZ/EC Program. OCS oversees flexible grants for the EZ/EC projects and manages the overall HHS effort to help EZ/EC sites achieve their strategic goals. The office also works closely with other federal agencies in guiding the program. In addition to this ongoing work, the office has established two priorities for its contribution to the EZ/EC Program in 2001:
- Encourage EZ/EC project leaders to build stronger linkages between their local economic development office and their human development and health care organizations. Coordination among these agencies and offices is so important for long-term revitalization and renewal, particularly in the context of the new welfare system.
- Help EZ/EC project leaders develop positive working relationships with key State-level health and human services agencies, particularly with regard to the Temporary Assistance for Needy Families Program, the Children's Health Insurance Program, and child care issues.
