FY 2000 GRANTEES PROJECT SUMMARIES

 

WSOS COMMUNITY ACTION COMMISSION
$500,000

The WSOS Community Action Commission, Inc. JOLI project is a jobs placement and training model designed to create a pool of applicants for new and expanding businesses. It proposes to train and place 100 individuals in permanent full-time employment in manufacturing and hospitality jobs over a three-year period. The project will target TANF recipients, non-custodial parents of children receiving TANF, unemployed individuals, individuals living in public housing or receiving housing assistance, homeless individuals, ex-offenders and other low-income individuals. The cost per placement is $5,000 on a funding of $500,000.

THE NEIGHBORHOOD HOUSE, INC.

The Neighborhood House, Inc. JOLI project is a micro-enterprise and job development project located in the Enterprise Zone in Columbus, Ohio. This project will focus on micro business development and job creations. It proposes to provide business education classes and access to start-up capital to low income residents of the Columbus Empowerment Zone targeting TANF and other low-income individuals. The project goals are to create 224 jobs and 73 businesses for low-income individuals within 2 years.
LINCOLN ACTION PROGRAM, INC.
$500,000

The Lincoln Action Program will develop a micro-enterprise development project entitled "Project: Success". It will create 100 new cleaning services jobs and assist 100 low income and TANF recipients in establishing their own cleaning services, related janitorial service or other micro-enterprise. The project will provide intensive business development training, hands on cleaning service training, on-the-job GED, English as a second language, adult basic education training, help in accessing citizenship classes, access to a revolving loan fund, and other procedures required to establish a cleaning service or business. The cost per job is $5,000 on a funding request of $500,000.

BETHEL NEW LIFE, INC. (BNL)

This project will expand BNL's Environmental Job Career Ladder by training participants for jobs with local employees in the field of brownsfield remediation, lead abatement, asbestos removal, landscaping, phyto remediation, streambank stabilization and deconstruction. It will create 80 new jobs in these areas. BNL proposes to recruit 160 unemployed and underemployed in the community, targeting TANF recipients, public housing tenants, housing assistance recipients, homeless and non-custodial parents. The cost per job is $6, 249 on a funding request of $499,886.

CENTRAL VERMONT COMMUNITY ACTION COUNCIL, INC.

The Central Vermont Community Action Council, Inc., JOLI project is a self-employment and business expansion project designed to create 105 new jobs. The majority of these new jobs will be the result of the start-up of 60 new businesses and 10 business expansions. The project entitled "The Vermont Kitchen" is designed to give the participant access to a licensed kitchen for production and access to food technical assistance and training. It will provide intensive marketing assistance and coordination. Participants will receive post start-up or expansion. CVCAC will implement this project in partnerships with the Vermont Department of Social Welfare, the Vermont Department of Employment and Training, the New England Culinary Institute, University of Vermont Extension, the Vermont Department of Agriculture and the Vermont Food Venture Center. This project will target TANG recipients and other low-income individuals. The cost per job is $4,762 on a funding request of $500,000.

INSTITUTE FOR SOCIAL AND ECONOMIC DEVELOPMENT

The ISED JOLI project is a nontraditional employment project designed to create 110 job opportunities over a 30-month period through job placement and apprenticeships for low-income women and minorities in the construction field. ISED will establish partnerships with the Employee and Family Resources, Spectrum Resources and Des Moines Area Community College. The cost per job is $4,545 on a funding request of $500,000.

GREATER ATLANTA SMALL BUSINESS PROJECT (GRASP)

GRASP will implement a project entitled "Project Tech-Venture.com" which is designed to expand five small businesses at its new incubator facility, the Atlanta Enterprise Center, located in an Atlanta Empowerment Zone. It will create 144 permanent full-time jobs over a two-year period. Individuals will be trained for jobs as service representatives, computer technicians, systems administrators, systems engineers, cyber-agents and on-line temporary staff.

TURTLE MOUNTAIN COMMUNITY COLLEGE (TMCC)

$500,000

TMCC will implement a contract between the Turtle Mountain Chippewa Tribal Council and the Mindport Company headquartered in San Diego, California. The project will identify, assess, and select 160 participants over a 2 year period; conduct placement testing and preparatory training opportunities for program participants; provide on the job training which will lead to full time employment and collect and compile data to assess and evaluate program impact. The cost per job is $3,125 on a funding request of $500,000.

JOBS FOR HOMELESS CONSORTIUM, INC.

Jobs for Homeless Consortium, Inc. JOLI project is a non-traditional project which proposes to pace 100 low-income individuals a year in non-traditional career oriented jobs. The project entitled "Overcoming Poverty through Environmental Remediation Program" is designed to make high-paying jobs in environmental remediation accessible to low income individuals. Jobs Consortium will partner with Laborers' Union Local 67 to give participants fully certified training. The cost per job is $5,000 on a funding request of $450,000.

GEORGE WASHINGTON CARVER HOUSE

The George Washington Carver House through a working relationship with North Area Community Development Corporation and Spring Fresh Building Maintenance and Cleaning Company will create 65 new full-time permanent jobs for TANF recipients, non-custodial parents and other low income residents of the St. Louis Empowerment Zone. It will start a minority-owned business in the Empowerment Zone that will employ low-income minority men and women. It will focus on both job creation and the reduction or elimination systemic barriers to long-term employment. The cost per job is $7,692 on a funding request of $470,000.

MASSACHUSETTS AVENUE PROJECT (MAP)

The MAP JOLI project is a new business venture and micro-enterprise project. The project entitled "Community Cooperative Culinary Institute (CCCI) Program will create 101 new jobs for TANF and other low income individuals residing in Buffalo's Federal Enterprise (FEC) communities. These new employment opportunities will include a restaurant-café and affiliated catering operation and at least 18 micro-enterprises and/or small business enterprises over a three-year period. The costs per job is $4,950.48 on a funding request of $499,999.

BUSINESS INVESTMENT GROWTH, INC. (BIG)
$300,000

BIG will implement a micro-enterprise child care business development as well as the development of new child care center employment opportunities in Central Texas for low income individuals. The three-year project will create 60 permanent new jobs in child care. The cost per job is $5,000 on a funding request of $300,000.

KENTUCKY RIVER FOOTHILLS DEVELOPMENT COUNCIL, INC.

The Kentucky River Foothill, Inc. JOLI project is a non-traditional job training and jobs placement model designed to increase employment opportunities for women and minorities in non-traditional jobs. This project will recruit 125 individuals and place 100 individuals in non-traditional manufacturing employment over a three year period. The project will target TANF and non-custodial parents. The Kentucky River Foothills Development Council, Inc will implement this project in partnership with the Eastern Kentucky University and a consortium of industry leaders that will provide employable skills, manufacturing basics, work behavior skills, instruction for GED, math and reading skills upgrade. The cost per job is $4,942 on a funding request of $494,234.

UNITED PLANNING ORGANIZATION (UPO)

The United Planning Organization will implement a project entitled "Childcare Entrepreneurial Expansion Development Initiative (CEED) which is a business expansion project model designed to expand its childcare services to provide 24 hour child care and to create new businesses through training, certification and start-up of consumer owned home based child care businesses. It will create 200 new jobs in childcare services over a three year period.

HOUSING PARTNERS OF TULSA, INC.(HPT)
$500,000

The Housing Partners of Tulsa, Inc., Tulsa Housing Authority and the Metropolitan Tulsa Chamber of Commerce Industrial Exchange (IndEx) Program will partner with the local Home Builders Association, Miller Creek Lumber and Bent River Company to implement a pre-assembled framing carpentry training. It will create 100 new employment and business opportunities for TANF and other low income individuals over a three year period. The project will focus on training and employment in pre-assembled housing framing and carpentry. The cost per job is $5,000 on a funding request of $500,000.

ARLINGTON COMMUNITY ACTION PROGRAM, INC.

The Arlington Community Action Program, Inc. will implement an unusual child care and transportation center that will provide childcare services to needy residents of Arlington County. It will also serve as a training facility to train TANF to enable them to initiate home based childcare businesses. It will create 60 new full time permanent jobs in a home-based childcare business and transportation services over a 2 year period. The cost per job is $8,333 on a funding request of $500,000.
