FY 2001 GRANTEES PROJECT SUMMARIES

CENTROS SOR ISOLINA FERRE., INC.
$496,292
Centros Sor Isolina Ferre, Inc., located in Ponce, Purerto Rico, will create new employment opportunities for TANF recipients and other low-income individuals residing in public housing projects in the City of Ponce and the mountain community of Castaner, through a program called the "Puerto Rico Crafts Tour II". This is a three (3) year self-employment, microenterprise, and business expansion project design. It will create seventy-five (75) new jobs in the artisan and tourist industry. Key interventions include: business and occupational skill development, business management, marketing, technical design, assistance with sales strategies, as well as assistance in obtaining seed grants and business loans. Tabaiba will partner with various agencies and organizations to provide training, referrals and supportive services such as with Trinity College, Puerto Rico Department of the Family, the Puerto Rican Tourism Company, the Economic Department, Administration for Job Creation and Loan Opportunities, and the American Association of Retired Persons. Cost per job is $6,617.00 based on a funding request of $496,292.

COMMUNITY AND ECONOMIC DEVELOPMENT ASSOCIATION (CEDA) OF COOK COUNTY, INC.
$500,000
CEDA, located in Chicago, Illinois, will create jobs for TANF recipients, non-custodial parents, and other low-income individuals in the construction and deconstruction industry. CEDA will acquire abandoned houses in the target communities, renovate them with program participants, and sell them to first-time home buyers. Deconstruction will provide program participants with skill training and, most importantly, with jobs through the recycling of reusable materials. In addition, recycling will reduce the drain on natural resources and reduce the amount of space needed for landfills. CEDA will also provide an opportunity for the resale of salvageable building materials. This is a non-traditional project design that will create eighty (80) new jobs, over a two (2) year period. Cost per job is $8,333.00 based on a funding request of $500,000.

FAIRBANKS NATIVE ASSOCIATION (FNA)

Fairbanks Native Association located in Fairbanks, Alaska, will develop a non-traditional project design to train and place eighty-five (85) TANF and low-income individuals into newly developed jobs in the hospitality industry, a growing sector in Alaska's economy. This two (2) year project is called "One-On-One" and involves partnerships with three separate hotels that will provide new employment opportunities in the hospitality industry. Participants will be offered training after vocational and educational assessment. The University of Alaska will provide hospitality and culinary vocational instruction to participants. Supportive services will be provided through the Divisions of Public Assistance and Child Support Enforcement, the University, and other local agencies and organizations. Cost per job is $5,852.00 based on a funding request of $497,416.

GEORGE GERVIN YOUTH CENTER, INC.
$500,000
The George Gervin Youth Center located in San Antonio, Texas, will create new employment opportunities through self-employment, microenterprise, and business expansion models. Over three (3) years, 100 new jobs will be created for TANF recipients and other low-income individuals. Key interventions include: a comprehensive participant assessment process; comprehensive case management for each participant; basic business skills training; assistance in designing appropriate products or services; individual group counseling; developing peer-group support; developing opportunities for business networking through training; establishing a mentoring system with successful business owners; providing micro-loan pool and start-up grants for financial assistance in starting new ventures; assistance with qualifying for credit and loans; and one-on-one consulting with financial specialist and assistance with business plan development. Cost per job is $5,000.00 based on a funding request of $500,000.

JEWISH VOCATIONAL SERVICE

Jewish Vocational Service located in Boston, Massachusetts, will create sixty (60) self-employment opportunities for low-income individuals and TANF recipients with disabilities, English language deficiencies (Vietnamese, Hispanics and Cape Verdeans), illiteracy, and needing child care and flexible hours. The project will focus on providing microenterprise training to four (4) specifically targeted communities that currently are denied access to these resources. This project expands an existing microenterprise program, which will provide self-employment opportunities through a partnership with four (4) community organizations in metropolitan Boston over a three (3) year period. The program will provide microenterprise training, technical assistance, volunteer business mentors, capital and lending activities to low-income individuals to help them obtain and sustain economic self-sufficiency. Cost per job is $5,000.00 based on a funding request of $300,000.

NORTHSIDE LEADERSHIP CONFERENCE

The Northside Leadership Conference located in Pittsburgh, Pennsylvania, is a community development corporation which will create 250 new jobs of which 190 will be targeted for TANF recipients and low-income individuals through microenterprise business and business expansions. This project will create ten (10) new microenterprise businesses and will expand fifteen (15) microenterprise businesses, over a three (3) year period. Northside will develop the "City Shops Enterprise Program" which will establish a business infrastructure addressing training and technical assistance, viable markets, capital, credit, and human resources. Ongoing support services will be provided to TANF and eligible non-custodial parents of children receiving TANF by the local welfare and child support offices. Cost per job is $2,631.00 based on a funding request of $500,000.

OMAHA OPPORTUNITIES INDUSTRIALIZATION CENTER, INC. (OOIC)

$499,879

Omaha Opportunities Industrialization Center, Inc., located in Omaha, Nebraska, will create 150 new jobs for TANF recipients, non-custodial parents, and other low-income individuals through its Childcare Entrepreneurial Development Program. The project is designed to train forty-five (45) participants as operators of childcare center/homes and one hundred five (105) as child care workers over a three (3) year period. Coordinated support services will be provided to participants through an ongoing collaborative support system involving the applicant, the University of Nebraska Planning Department, Head Start representatives, Nebraska Business Development Corporation, and Heartland Counseling and Consulting Agency. Participant training will consist of 142 workshop training hours in the following study areas: basic computer and web page development and design; business plan development; record keeping; budgets; insurance; taxes; health and safety policies; child development; partnership with families; marketing; ethics; staffing; leadership and public relations. Cost per job is $3,333.00 based on a funding request of $499,879.

PARENTS AND CHILDREN TOGETHER (PACT)

Parents and Children Together located in Honolulu, Hawaii, will establish the "Work to Own" project making it possible for the hardest-to-place TANF recipients to become self-employed and successful commercial cleaning franchise business owners. This is a self-employment and microenterprise project design. Over three (3) years, twenty (20) new permanent jobs and business opportunities will be created for low-income residents of Kuhio Park Terrace/Kuhio Homes public housing project in Honolulu, Hawaii. The project will recruit forty (40) eligible individuals and train them in life skills, economic literacy, and business. This project will empower participants to earn enough money to not need TANF benefits, and to eventually employ others in their business. Cost per job is $13,529.00 based on a funding request of $270,586.

VALLEY ECONOMIC DEVELOPMENT CENTER, INC.
$500,000
The Valley Economic Development Center located in Van Nuys, California, will create new employment opportunities by providing self-employment training for low-income individuals and TANF recipients through a pre-existing program called "From Welfare to Entrepreneurship: The Microenterprise Development Project." This project previously only served individuals in the City of Los Angeles and will be expanded to serve JOLI eligible participants throughout the County of L.A. This three (3) year, self-employment and business expansion project will create eighty-five (85) jobs through fifty (50) new businesses developed by eligible participants and another thirty-five (35) participants through the expansion of businesses. Key interventions include: entrepreneurial training, peer advisory group development, and other counseling and assistance components to ensure consistent coaching and mentoring throughout the process. Cost per job is $10,000.00 based on a funding request of $500,000.

WOMEN'S SELF-EMPLOYMENT PROJECT

Women's Self-Employment Project (WSEP) located in Chicago, Illinois, will create 90 new employment opportunities in the child care industry through microenterprise development and business expansion for TANF and non-custodial parent participants over a three (3) year period. The project entitled "Childcare Assistance Revitalizing Employment and Enterprise (CARE)" will provide eligible participants with opportunities to earn a living wage and increase business revenues through home-based child care facility ownership and child care industry employment. Key interventions include: assisting participants to build personal assets through IDA savings accounts; providing assistance to participants to acquire enhanced job benefits through public and private linkages; and, assisting personal development, family needs and career enhancements. Cost per job is $4,606 based on a funding request of $414,547.

YWCA OF GREATER MEMPHIS

The YWCA of Greater Memphis will create new employment opportunities for ninety (90) TANF and low-income women in the cable industry through partnerships with the Department of Human Services - Region 79, and two private employers - Time Warner Communications, Inc., and Winsett-Simmonds, Inc. This is a three (3) year non-traditional project that targets women and minorities and provides them with twelve (12) weeks of cable installation-related training and employment. Participant training has two components: life skills training and on-the-job technical training in cable installation. Intensive case management services are provided throughout the period and each graduate will be provided follow-up for one (1) year. The private partners are major players in the cable industry and will guarantee paying wages between $9.31 and $10.00 per hour. Cost per job is $3,684.00 based on a funding request of $331,576.
