The Department of Health and Human Services (HHS) submitted FY 2004 Annual Performance Plans and FY 2002 Annual Performance reports with the FY 2004 budget to Congress, as required by the Government Performance and Results Act (GPRA). The Act, passed in 1993, is intended to enhance the accountability of Federal programs by directing agencies to focus on program results. HHS is a large, complex Department that administers approximately 300 program activities. To demonstrate the link between budget and performance, HHS continues to incorporate the annual performance planning and reporting with the budget submissions for the HHS operating divisions that administer the programs. Below, you can view the FY 2004 HHS Performance Plan.
