Pesticide Misuse Initiative Program
Request For Proposals (RFP)
The Environmental Protection Agency, Waste & Chemicals Management
Division, Pesticides / Asbestos Programs & Enforcement Branch,
Region 3, is requesting proposals which will (1) promote the safe
use and storage of pesticides in residential, school, institutional
and agricultural settings; (2) promote the use of lower risk pesticides
and alternative pest control methods in residential turfgrass, ornamental
and indoor applications; and (3) promote outreach education on the
proper use and storage of pest control products to residential (homeowners)
and agricultural (farmers) users. Innovative projects that enable
homeowners and farmers to develop a broader knowledge of integrated
approaches to pest management in indoor and outdoor environments are
also encouraged. Proposals must be postmarked on or before

For Proposals (RFP) 
EPA’s Office
of Environmental Education grant program supports environmental
education projects that enhance the public’s awareness, knowledge,
and skills to make informed decisions that affect environmental quality.
The deadline for applying for a 2005 grant is November 15,
2004.
Proposal Guidelines
for Brownfields Training, Research, and Technical Assistance Grants
and Cooperative Agreements Program
EPA is now accepting proposals for training, research, technical
assistance and cooperative agreement grants focusing on health and
environmental conditions in low-income and socio-economically disadvantaged
communities unable to get alternative sources of funding for Brownfields
cleanups. EPA hopes these grants will stimulate redevelopment, economic
revitalization, and other beneficial reuse of land.
The deadline for proposals is Nov. 16, 2004. The
winners are expected to be named in February 2005.
EPA Region III (DE, MD, PA,VA, WV, and DC) announces a $1 million
grant program for projects that protect human health and the environment.
One of the regional priorities includes reducing environmental exposure
to sensitive populations, which include reducing lead exposure in
children (via outreach to landlords on regulatory requirements), reducing
asthma in children and the elderly, reducing exposure to pesticides,
asbestos, radon and harmful food exposures. Projects must benefit
Region III jurisdiction.

Intergovernmental
Review
Executive Order 12372, "Intergovernmental Review of Federal Programs,"
was issued with the desire to foster the intergovernmental partnership
and strengthen federalism by relying on State and local processes
for the coordination and review of proposed Federal financial assistance
and direct Federal development. The Order allows each State to designate
an entity to perform this function. Below is the official list of

National Institute on Aging is seeking small grant applications to
address sociobehavioral data analysis and archiving in aging.
- June 2, 2004 - Particulate Matter Research Centers to be

To protect people from the harmful effects of air pollution, EPA
is seeking proposals for research on airborne particulate matter
(PM) . The new research will improve EPA’s understanding of
how PM affects human health by focusing on what makes people susceptible
to PM’s effects, how PM causes adverse effects , exposure-response
relationships, methods that more closely identify the originating
sources of air particles, and linking health effects with PM sources
and components. EPA seeks an integrated research approach that addresses
the entire spectrum from particle sources to health effects. While
the United States has made significant progress over the last 40
years in reducing air pollution, substantial concern remains about
PM, which is associated with hospitalization for respiratory or
cardiovascular diseases, and moderate exacerbation of respiratory
diseases or decreases in lung function. In 1999, EPA awarded five-year
grants to five PM research centers that are now completing their
last year of work. This new competition is open to both new applicants
and existing PM research centers. The research centers present an
opportunity for investigators from different disciplines to work
together on large problems that cannot be addressed by a single
project. Awards will be made for a total of $40 million through
EPA’s Science to Achieve Results (STAR) program. Institutions
of higher education, not-for-profit U.S. institutions; and tribal,
state and local governments are eligible to apply. EPA expects to
make awards for up to five centers that will be funded for up to
five years. Research applications must be received by August 31,

Partnerships, Notice of Availability of Funds

a Healthier US Communities in support of efforts to aid Americans
in living longer, better and healthier lives by reducing the burden
of diabetes, obesity and asthma and addressing three related risk
