New FERCCA Cases:
As of January 1, 2004, OPM will no longer accept new names for the
FERCCA database. Agencies will be required to complete the review
and issue decisions on eligibility for relief under FERCCA. For

any questions you may have concerning your FERCCA account. FERCCA

Management Review:
OPM is conducting a managment review of our FERCCA implementation
strategy. Currently, work is underway to complete eligibility determinations.
OPM will issue new contracts to complete the decision packages and
to provide counseling services to individuals who have an election
under FERCCA.

New FERCCA Cases
Although the online FERCCA database has been closed for the past year,
OPM continued to accept the names of newly discovered FERCCA errors from
the headquarters benefits officers. OPM entered these individuals into
the database and will continue to review their retirement coverage records
for eligibility under FERCCA. As of January 1, 2004, OPM will no longer
accept new names for the FERCCA database. As of this date, agencies will
be required to review the employee's retirement coverage records and issue
decisions on eligibility for relief under FERCCA.
After you complete your review and issue a decision you must notify
OPM if you find that the person is eligible under FERCCA. Detailed instructions
will be provided in a Benefits Administration Letter. However, until that
BAL is issued, please provide the following information for people found
eligible under FERCCA:
- person's name, address and social security number
- the type of error, e.g. erroneously in FERS should be CSRS-Offset,
and
- the name and contact information for an agency contact person.

If the person has a FERCCA error that provides for an election, OPM
will provide an election summary package and provide counseling. If the
person does not have an election under FERCCA, you must process the correction
actions following the guidance in BAL 03-104.
Out-Of-Pocket Guidelines
Review the Out-Of-Pocket Guidelines for
information concerning reimbursement of expenses as a result of your retirement
coverage error.
An Out-of-Pocket expense occurs when you use your personal funds as a
result of a retirement coverage error. Please refer to the Out-of-Pocket
Guidelines (pgs 5-9), to review the expenses you may claim.
As part of FERCCA, you will be receiving a Benefits Package and financial
counseling. You have the option to submit your expenses before the package
arrives or wait until you have completed the counseling process. While
there is no deadline for filing a claim, we are asking that you file your
claims within 30 days upon completion of counseling to help expedite the
claims processing.
If you do not have any Out-of-Pocket expenses to claim, you should not
fill out the worksheet.

Matters will continue to be posted on this website and sent either electronically
or by mail to all the registrants in the FERCCA Database and those who
