Draft PCFO Solicitation Template Dear Friends of the CFC: The selection of the organization that manages CFC contributions locally is perhaps the most critical step during the preparations for the upcoming CFC Campaign. The application of an open, efficient and effective selection process is dependent on a number of steps and instruments used to gather the necessary information to evaluate the most qualified organization. The Office of CFC Operations is pleased to make available for comment a suggested template for use during the process of solicitation for Principal Combined Fund Organizations (PCFOs). Also included is sample Memorandum of Understanding which may be adapted for use after the PCFO has been selected, as well as LFCC guidance for PCFO selection and oversight. Although each of these may be adapted to meet the needs of a particular campaign, it is strongly suggested that the information conform with CFC regulations at 5 CFR 950.
