COMPETITIVE SERVICE APPOINTING AUTHORITIES

Positions in the Executive Branch are placed in the competitive service unless excepted by statute, Executive Order, or OPM action. Appointments are made through an open competitive selection process. Positions may be permanent or time-limited in nature.

Permanent

Permanent appointments are either career-conditional or career. Career conditional appointments are generally used for initial appointments into the competitive service. Once an employee completes 3 years of continuous service under a career conditional appointment, his or her appointment becomes career. Permanent employees may work full-time or part-time work schedules; are eligible for retirement benefits, health insurance, and life insurance; and earn annual and sick leave.

Time-limited

Temporary appointment - Temporary appointments are made not to exceed 1 year and may be extended for 1 additional year. The work must not be permanent in nature. Temporary employees may work full-time or part-time work schedules and earn annual and sick leave. Employees on temporary appointments of 1 year or less are not entitled to retirement benefits, health insurance or life insurance.

Term appointment

Term appointments are made for periods of more than 1 year but may not exceed 4 years. Term employees may work full-time or part-time work schedules. Term appointments may be appropriate, for example, when there is project work, extraordinary workloads, or an agency reorganization. Term employees are eligible for retirement benefits, health and life insurance, and earn annual and sick leave.
