Division A (H.R. 4516) contains legislative branch appropriations and FY2000 emergency supplementals for the Legislative Branch and for the Department of Housing and Urban Development, Federal Housing Administration. Division B contains provisions of the FY2001 treasury and postal service appropriations bill (H.R. 4985), and would repeal of the excise tax on telephone and other communications services. The text of the conference report was published in the 7/27/00 Congressional Record, p. H7095-7126. The conference report, H.Rept. 106-796, passed the House on 9/14/00 by a vote of 212-209 (vote #476). The Senate failed to pass the conference report by a vote of 28-69 on September 20, 2000, but passed the conference report by a vote of 58-37 (vote #273) on October 12, 2000.

15H.R. 4635, was passed with an amendment in the nature of a substitute.

27 The omnibus bill, which may be cited as `Consolidated Appropriations Act, 2001', covers three appropriations bills: Labor/HHS/Education, LegBranch, and Treasury/Postal. (The Commerce/Justice/State appropriations, was passed separately, H.R. 4942).

The omnibus also covers major non-appropriation legislation, including Medicare and Medicaid, small business, taxes, and immigration.

SECTION 1. (a) The provisions of the following bills of the 106th Congress are hereby enacted into law:

  1. H.R. 5656: Labor, Health and Human Services, and Education
  2. H.R. 5657: Legislative Branch
  3. H.R. 5658: Treasury
  4. H.R. 5666, as introduced on December 15, 2000, except that the text of H.R. 5666, as so enacted, shall not include section 123 (relating to the enactment of H.R. 4904).

    H.R. 5666: Miscellaneous appropriations: H.R. 4904: To express the policy of the United States regarding the United States relationship with Native Hawaiians, and for other purposes

  5. H.R. 5660: Commodity Exchange Act to promote legal certainty, enhance competition, and reduce systemic risk in markets for futures and over-the-counter derivatives, and for other purposes.
  6. H.R. 5661: To amend titles XVIII, XIX, and XXI of the Social Security Act to provide benefits improvements and beneficiary protections in the Medicare and Medicaid Programs and the State child health insurance program (SCHIP), as revised by the Balanced Budget Act of 1997 and the Medicare, Medicaid, and SCHIP Balanced Budget Refinement Act of 1999, and for other purposes.
  7. H.R. 5662: To amend the Internal Revenue Code of 1986 to provide for community revitalization and a 2-year extension of medical saving accounts, and for other purposes.
  8. H.R. 5663: To provide for community renewal and new markets initiatives.
  9. H.R. 5667: To provide for reauthorization of small business loan and other programs, and for other purposes.

(b) In publishing this Act in slip form and in the United States Statutes at Large pursuant to section 112 of title 1, United States Code, the Archivist of the United States shall include after the date of approval at the end appendixes setting forth the texts of the bills referred to in subsection (a) of this section and the text of any other bill enacted into law by reference by reason of the enactment of this Act.

28 The Conference Report for H.R. 4577 (the Omnibus Appropriatons Bill) stripped H.R. 4942 of the D.C. appropriation (originally H.R. 5547) and left just appropriations for Commerce (originally H.R. 5548). D.C. was subsequently enacted via H.R. 5633.
