IHS Chief Information Officer (CIO) Web Site 
The Chief Information Officer (CIO), Dr. Richard Church, and his staff in Rockville, Maryland, provide technical leadership to the Indian health community and executive leadership to the Division of Information Resources (DIR). Field operations and support functions of the Division are provided through the Information Technology Support Center (ITSC) with staff in Albuquerque, New Mexico and Tucson, Arizona.

IHS Privacy Act Web Site 
The purpose of this web site is to assist Indian Health Service (IHS) employees in dealing with their Privacy Act duties, responsibilities and obligations.  It is designed to serve as a basic resource for Privacy Act information, guidelines and procedures.   Within IHS, patient medical records constitute the majority of agency Privacy Act-protected records. 

The site is designed in a question and answer format to provide an overview of the Privacy Act and how it relates to the IHS patient medical records.  Throughout the site, links provide easy access to more detailed information and/or sample forms and formats.

This is the best source for authoritative information on HIPAA Administrative Simplification: Transaction and Code Set Standards, Identifier Standards, Privacy Standards, and Security Standards, as well as HIPAA Implementation Guides. There are also excellent FAQ links here. 

U.S. Department of Health and Human Services: Office for Civil Rights
This is the office charged with assisting covered health care organizations become compliant with the HIPAA Privacy Rule. OCR is also the office for enforcement of the Privacy Rule.

There are many rumors flying around about the HIPAA rules. You are encouraged to visit these places to see the full text of the rules and associated documents for yourself.

Chief Information Officers Council
The Chief Information Officers (CIO) Council was established by Executive Order 13011, Federal Information Technology, on July 16, 1996. A charter for the Council was adopted on February 20, 1997. The CIO Council serves as the principal interagency forum for improving practices in the design, modernization, use, sharing, and performance of Federal Government agency information resources. The Council's role includes developing recommendations for information technology management policies, procedures, and standards; identifying opportunities to share information resources; and assessing and addressing the needs of the Federal Government's IT workforce.

Proposed Revisions to the HIPAA Privacy Regulations Full text of the proposed revisions to the HIPAA privacy rules as published in the Federal Register today. Revisions are posted in both pdf and html format.

NCPDP - National Council for Prescription Drug Programs
The HIPAA final standards for electronic health care transactions, and for code sets, adopts the NCPDP Telecommunication Standard Format, Version 5.1 and the NCPDP Batch Standard, Version 1 Release 0 for pharmacy claims. Health plans, health care clearinghouses and health care providers who utilize electronic transactions will be required to use these standards beginning October 16, 2002.
