NATO Expansion Treaty--Agreement:
A unanimous-consent-time agreement was reached providing that on Wednesday, May 7, 2003, at a time determined by the Majority Leader, afer consultation with the Democratic Leader, Senate proceed to executive session to consider Protocols to North Atlantic Treaty of 1949 on Accession of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia, and Slovenia (Treaty Doc. 108-4); that the treaty be considered as having passed through its various parliamentary stages up to and including the presentation of the resolution of ratification; that the 9 Committee declarations and 3 understandings be considered agreed to; that there be 4 hours for debate equally divided between the Chairman and Ranking Member of the Committee on Foreign Relations; and that the only amendments in order be the following: Warner/Levin/Roberts relative to consensus and suspension for 90 minutes, and Dodd relative to administrative structure for 60 minutes and that relevant second degree amendments be in order. Provided further, that following disposition of the amendments and the use or yielding back of time, the resolution of ratification be temporarily set aside, and the Senate then proceed to a vote on adoption of the resolution of ratification on Thursday, May 8, 2003, at a time determined by the Majority Leader, afer consultation with the Democratic Leader.
