A unanimous-consent-time agreement was reached providing for further consideration of the resolution at 10 a.m., on Thursday, January 16, 2003, with 2 hours for debate in relation to the pending Byrd amendment, followed by a vote thereon, with no second degree amendments in order to the amendment prior to the vote. Further, that following the disposition of any additional amendments and the completion of any additional debate, the resolution be read a third time, and the Senate proceed to a vote on passage of the resolution; provided further, that following passage the Senate insist on its amendment, request a conference with the House, and the Chair be authorized to appoint conferees on the part of the Senate.

Further, that the unanimous-consent-time agreement (listed above) be modified, to provide for a motion to instruct the conferees to be made by Senator Stabenow or her designee, and that there be a 20 minute time limitation, for debate, equally divided in the usual form, with no amendments in order to the motion.

Nominations to the Office of Inspector General--Agreement: A unanimous-consent agreement was reached providing that nominations to the Office of Inspector General, except the Office of Inspector General of the Central Intelligence Agency, be referred in each case to the committee having primary jurisdiction over the department, agency, or entity, and if and when reported in each case, then to the Committee on Governmental Affairs for not to exceed 20 calendar days, except that in cases when the 20-day period expires while the Senate is in recess, the Committee shall have 5 additional calendar days after the Senate reconvenes to report the nomination. Further, that if the nomination is not reported after the expiration of that period, the nomination be automatically discharged and placed on the Executive Calendar.

Committee on Armed Services: Committee concluded hearings to examine current and potential military operations, after receiving testimony from Donald H. Rumsfeld, Secretary of Defense; and General Richard B. Myers, USAF, Chairman, Joint Chiefs of Staff.
Also, Committee met in closed session to receive a briefing on the Iraq weapons inspection process from representatives of the Central Intelligence Agency and the Defense Intelligence Agency.

SOCIAL SECURITY


Special Committee on Aging: Committee concluded hearings to examine Social Security including an analysis of issues and selected reform proposals, after receiving testimony from David M. Walker, Comptroller General of the United States, General Accounting Office.
