In his March 8, 1997 memorandum to the Heads of Executive Departments and Agencies, the President directed that welfare recipients be brought into the Federal service by way of all available hiring authorities, consistent with statute and prior executive memoranda.
In an effort to keep agencies informed of the most recent information regarding the Welfare to Work program, we are providing, for your convenience, a combination of all Questions and Answers which have been issued on the subject. We will update this combined issuance as we continue to respond to questions and concerns that are raised and responded to in subsequent issuances.
