The
Farm Service Agency (FSA), Commodity Credit Corporation (CCC), has
implemented its Total Quality Systems Audit (TQSA) program.
TQSA provides a framework for implementing and auditing
critical quality systems components. TQSA is a method to
verify suppliers' established quality management systems for
purchasing bags under Commodity Procurement Announcements
KC-P-BAGS-306 or 307, Purchase of Bags and Twine for Use in Export
Programs and/or Announcement BGGR4, Bagging
CCC-Owned Grain for Use in Export Programs and applicable amendments. Under
TQSA, auditors review and assess a firm's documented quality management
system addressing all aspects of production. In turn the
auditors assign a numerical rating of the suppliers
quality management system. A minimum TQSA score of
80 is required for bid consideration. The fabric
manufacturing and
non-manufacturing companies listed below have
demonstrated that a quality management system plan has been established and have attained the required score of
80 points on a Total Quality Systems Audit. Therefore,
they are authorized by Commodity
Operations to participate in food assistance programs administered by the Agency for
International Development and the CCC. This listing is applicable for procurement of
commodities packed in 50-kilogram capacity woven polypropylene bags, as well as
for procurement of empty and baled 50-kilogram capacity woven polypropylene
bags. Despite the fact that these fabrics have been authorized for use by Commodity
Operations, it is the responsibility of commodity suppliers, in cooperation with the
fabric and bag manufacturers and
non-manufacturers, to ensure that fabrics/bags continue to meet all
applicable specifications. Contractors must ensure that subcontractors are on the list
of approved suppliers and that the markings on the bags match the
Official Marker Yarn listed on this page.
The
approved woven polypropylene bag manufacturers (Fabric
weavers) qualify to
sell bags to the Kansas City Commodity Office and are eligible
to sell bags to commodity suppliers.
The
approved woven polypropylene bag
non-manufacturers/ converters/brokers are eligible to sell bags to commodity
suppliers but do not qualify to sell bags to the Kansas City
Commodity Office.

factor in commodity procurement, without making
compliance impossible for suppliers. Through
TQSA, we can
provide confidence, prior to purchasing and through
delivery, to customers, recipients, Government
officials, and the US public that the intended quality
can and will be achieved and provided.
