Reporting
Community water systems and non-transient, non-community water systems
serving more than 10,000 persons must monitor for unregulated contaminants
under the Unregulated Contaminant Monitoring Regulation (UCMR). With the
exception of Aeromonas, data from large systems must be approved
by the public water system (PWS) via the Central Data Exchange (CDX),
EPA's Internet-based reporting system, by going into the Safe Drinking
Water Accession and Review System/Unregulated Contaminant Monitoring Rule
(SDWARS/UCMR). (See electronic
reporting date established.) These data will eventually reside on
EPA's National Contaminant Occurrence Database (NCOD). Laboratories that
are requested to analyze samples (except Aeromonas) under the UCMR
must report analytical results via the CDX. The Reporting
Guidance provides information to public water systems, analytical
labortatories, states and EPA offices on reporting requirements for the
results of unregulated contaminants. Aeromonas reporting requirements
have been provided to systems and laboratories participating in Screening
Survey List 2 for Aeromonas.
All laboratories that are conducting UCMR analyses and applicable
large public water systems must register in CDX for access to SDWARS/UCMR.
This can be done by reviewing the below linked step-by-step instructions
titled, “Open an account in CDX to access SDWARS/UCMR." Following
registration, a sponsor letter must be submitted to ensure security
(examples are provided within CDX once registration is complete).

OGWDW/Technical Support Center has developed one-page, step-by-step
instructions for PWS (and laboratories) to:

Open an Account in CDX to Access SDWARS/UCMR (PWS
and Labs)
1. Launch onto the Internet with Internet Explorer.
(CDX requires Internet Explorer 5.0 or higher with 128 bit encryption
strength. If you don’t have these, CDX will allow the users to
update their version of Internet Explorer.)
2. Type in the Web address: http://cdx.epa.gov.
After reviewing the “Warning” notice, click the “-Click
here to continue -” link.
3. To establish a new account in CDX, click the “If you
are new to CDX and wish to register, please click here”
link.
4. The next screen contains a Warning Notice & Privacy Statement.
Towards the bottom of the screen click the “- Click here
to continue -” link.
5. The following page provides terms and conditions for using CDX. Read
them over, then click on the “I ACCEPT”
button near the bottom of the screen.
6. The next screen is titled “CDX Registration: User Information.”
Fill in the required information, then click on the “Next>>”
button at the bottom of the screen. (If you have not entered information
correctly or skipped a required field, you will be returned to the page.
Read the red text that is displayed which will direct you to the error.)
7. The next screen is titled “CDX Registration: Organization Information.”
Fill in the required information, then click on the “Next>>”
button at the bottom of the screen. (If you have not entered information
correctly or skipped a required field, you will be returned to the page.
Read the red text that is displayed which will direct you to the error.)
8. The following screen is titled “CDX Registration: Add Program.”
Click the radio button (little circle) next to Unregulated Contaminants
Monitoring Rule (UCMR):, then click on the “Next>>”
button right below the radio button.
9. The next screen is titled “CDX Registration: Add Program ID.”
The default setting for “Program ID Type” should be “PWS.”
(If you are a laboratory and are wishing to register, change this to
“Lab.”) A “Role” which the user will perform
for the UCMR needs to be selected, but NOTE that at least 1 person at
the PWS (or laboratory) must have a “Role” of “Approver”
so that you will be able to submit (approve) data in SDWARS/UCMR. (Laboratories
must approve their data to allow their PWS clients to subsequently review
and approve the results as the PWS’s official submission to EPA.)
The value to input for “ID” is your federal PWSID (or your
federal Laboratory ID). Your federal PWSID is a 9 character value beginning
with your 2 letter state postal code followed by 7 digits, which is
assigned by your State, e.g., OH1234567. If you do not know your PWSID,
please contact your State, as they are responsible for assigning the
ID. (Your federal Laboratory ID is a 7 character value beginning with
your 2 letter state postal code followed by 5 digits, e.g., OH12345.)
Click on the “FINISHED” button near the
bottom of the screen after filling in all the required information.
10. The next screen reminds the user that a sponsor letter must still
be submitted to complete registration. A link to an example sponsor
letter occurs on the next screen. After you have finished with this
page, click on the “Finished” button toward
the bottom of the screen.
11. This completes the first step in initializing an account in CDX.
The next screen the user sees is the MyCDX page.
12. The second step is to send a sponsor letter to the address listed
in the example found in Step 10. [Regular mail: UCMR Project (460606)

Multiple individuals may register at one PWS (or laboratory). All of
these individuals can be included on a single sponsor letter from the
PWS (or laboratory). Be sure that each user has gone through the on-line
registration process and that their respective CDX User ID is correctly
listed with their name in the sponsor letter. Processing the sponsor
letter may take 3 to 5 weeks. The user will receive an e-mail notification
once the account has been activated. If the user believes it has been
too long to receive/process the sponsor letter, they should call the
CDX Help Desk at 1-888-890-1995. (This is a toll-free number.)
SDWARS/UCMR PWS Data Review and Approval
1. Launch onto the Internet with Internet Explorer.
2. Type in the Web address: http://cdx.epa.gov.
3. Click “If you already have a CDX ID and password, click
here” to log into the system.
Note: If you need to establish a CDX account or have forgotten your
CDX ID and/or password, contact the CDX Help Desk at 1-888-890-1995.

4. Click UCMR: SDWARS/UCMR on the Central Data Exchange
- My CDX page under Available Account Profiles. If your sponsor letter
has yet to be processed, you will not see this link, but you will see
No Accounts Available. In this case, call the CDX Help
Desk (see previous Note for phone number).
5. Click PWS from series of menu buttons on the left
side of the screen starting with PWS, then sequentially
Help, Home and Log Out.
This will launch the SDWARS/UCMR system.
6. Click Sample Search. Under the PWS
button, 4 sublinks should appear, Sample Search, Facility
Report, Sampling Point Report and Contacts Report.
7a. Click on the radio button for Advanced Search,
then click Search at the bottom of the page. This will
be a global search of all data in SDWARS/UCMR from your PWS. Only data
from your PWS should be displayed. If data from another PWS appears,
let EPA know immediately. One note, if the amount of data which arises
from your search is too large, it will affect the display and functionality
of the search results page. In that case, you will need to limit your
search (see 8b).
7b. As an alternate approach to a global search, click on the radio
button for Advanced Search and any combination of boxes
for Status and/or Date. This will
allow you to review data within a specific time frame, by a specific
status, or some combination of these criteria. Use the checkboxes and
pull-down menus to define your search. Click Search
at the bottom of the page.
8a. Under the 'Status' column on the results from search page, data
should be identified as PWS Hold. Individually change
these to PWS Approved by using the pull down menus,
or use 8b to expedite approval.
8b. You can also scroll/browse through all the data, then click approve
all at the bottom of the page to change all the 'Status' fields
to PWS Approved at once. This will cause a pop-up screen
to appear stating that you must hit Submit Status. Click OK.
9. Click submit status at the bottom of the page to
save the changes you have made.
10. Click Log Out on the left side of the screen to
log out of SDWARS/UCMR.
SDWARS/UCMR PWS Inventory Review and Edit
Note: This is only necessary if you do not have the required
sampling location(s) listed in SDWARS/UCMR. The laboratory must know
the proper facility ID and sampling point ID in order to post UCMR monitoring
data correctly.)
1. Launch onto the Internet with Internet Explorer.
2. Type in the Web address: http://cdx.epa.gov.
3. Click “If you already have a CDX ID and password, click
here” to log into the system.

your CDX ID and/or password, contact the CDX Help Desk at 1-888-890-1995.

4. Click UCMR: SDWARS/UCMR on the Central Data Exchange

Note: If you are only interested in sampling point data, skip

Facility Information:
6. To review facility data: Click Facility Report.
Under the PWS button, 4 sublinks should appear, Sample
Search, Facility Report, Sampling Point Report and
Contacts Report.
7. To edit facility information: Click on the radio button next to the
Facility ID which you wish to edit, then click Edit Selected
Facility at the top of the table. Only 10 facilities will appear
on one page. You may need to click on the Next Page
button at the bottom of the table to find the facility you wish to edit.
8. To add a facility: Click New Facility at the top
of the table. Then enter all the information on the following screen.
Save by clicking on Create Facility at the bottom of
the table. Repeat if more facilities need to be added.
Sampling Point Information:
9. To review sampling point data: Click Sampling Point Report.
Under the PWS button, 4 sublinks should appear, Sample
Search, Facility Report, Sampling Point Report and
Contacts Report.
10. To edit sampling point information: Click on the radio button next
to the Facility ID for the relevant sampling point which you wish to
edit, then click Edit Selected Sampling Point at the
top of the table. Only 10 sampling points will appear on one page. You
may need to click on the Next Page button at the bottom
of the table to find the sampling point you wish to edit.
11. To add a sampling point: Click New Sampling Point
at the top of the table. Then enter all the information on the following
screen. Save by clicking on Update Sample Point at
the bottom of the table. Repeat if more sampling points need to be added.
Note: You cannot add a new sampling point unless the associated
facility already exists in SDWARS/UCMR.
12. Click Log Out on the left side of the screen to
log out of SDWARS/UCMR.
