Mission
Manages and monitors the contractor's software development activity for the Defense Travel System (DTS). Responsible for all testing integration and security requirements to include financial system interfaces, software release testing, Operational Assessment and Security Test & Evaluation planning and support. Provides technical implementation approach for satisfying travel system functional requirements, identifies interfaces with government users' organizations and assures interoperability in accordance with DoD standards. Evaluates contractor implementation approach, assure accomplishments of system testing and implementation at user sites. Implements improvements to fielded systems to reflect advanced technology and new user technical requirements. Provides program configuration management.
Functions
  • Ensure that government requirements provided to the contractor are sufficiently detailed to support software development.
  • Responsibility for monitoring, modifying, applying, and maintaining government and industry standards applicable to software development, quality assurance, and procurement.
  • Evaluates the contractor's proposals for adequacy, compliance, and cost reasonableness.
  • Monitor contractor development processes to ensure implementation of the desired functionality in a manner that leads to high-quality software.
  • Review contractor software design, development plans and processes, data items, and change requests proposed by either Government or contractor.
  • Establish and manage the configuration management progress for DTS. Ensure DTS documentation is compliant with configuration control requirements. Facilitate the DTS Configuration Control Board (CCB).
  • Performs Independent Government Cost Estimates (ICGE) to determine if costs are in line with the scope of solution development.
  • Assures compatibility with DoD standards and interoperability with DoD systems.
  • Serves as the PMO technical representative in all phases of Defense Travel System archive and management information system development, to include data gathering, data element review, data modeling, development, implementation and validation.
  • Coordinates the development of an electronic interface with accounting and disbursing systems.
  • Arranges for all DoD networks required to provide interface between the Common User Interface and government organizations.
  • Coordinates the transition of tested interfaces from development to production.
  • Develop and implement the procedures needed to acquire, authenticate, analyze, and report the data provided by the testing activity.
  • Responsible for the overall test planning methodologies to ensure orderly test processes. Prepares detailed test procedures and validates against requirements documents to ensure that all necessary items are being verified in test.
  • Negotiate agreements (Statements of Work or Memoranda of Agreement) that define roles and responsibilities when independent agencies are used for testing.
  • Develops and manages testing and evaluation program for Defense Travel System.
  • Evaluated new technologies that have the potential to provide a more cost effective and efficient life cycle cost for Defense Travel System operation of the system and satisfy new user requirements.
  • Maintains PMO technical expertise in all phases of the Defense Travel System acquisition, to include solicitations preparation, technical reviews, evaluation of technical proposals, etc.
  • Serves as the PMO technical representative in all DoD working groups associated with Defense Travel System. Chairs technical working groups required for definition and implementation of Defense Travel System technical requirements, security and testing.
  • Develops and updates Defense Travel System technical documentation, to include Defense Travel System Standards Profile, Test & Evaluation Master Plan (TEMP), Security Policy, interface specifications, etc.
  • Supports the Configuration Management process for technical documents.
  • Develops and manages security program for Defense Travel System to include digital signature.
