On the morning of September 11, 2001, the enemies of freedom brought war to the American homeland.  On that tragic day, we saw the spirit of America in the courage, generosity, and resolve of our citizens who sent a message that America cannot be brought down by such acts of cowardice.  Our nation also realized that we had entered a new era in which liberty and freedom were under attack.

 

Nine days after the terrible terrorist attacks on this country, President Bush, during an address to a joint session of Congress and the citizens of the United States, announced, “Our nation has been put on notice:  We are not immune from attack.  We will take defensive measures against terrorism to protect Americans.  These measures are essential.  But the only way to defeat terrorism as a threat to our way of life is to stop it, eliminate it, and destroy it where it grows.”

 

In response to the threat to the nation, the President and the United States Congress created the United States Department of Homeland Security, which is responsible for establishing a comprehensive national strategy to safeguard our country against terrorism, organize responses to any attacks that may come, and coordinate the homeland security efforts of federal agencies, and state and local governments.

 

The battle to secure freedom has two fronts – inside and outside the United States.  Abroad, our young service men and women are aggressively fighting terrorism across the world.  At home, our nation is taking steps to respond to President Bush’s call to raise the level of preparedness across the nation.
