 The Public Health Preparedness and Response Capacity Inventory is provided as a resource
for State and local health departments undertaking comprehensive assessments
of their preparedness to respond to bioterrorism, outbreaks of infectious
disease or other public health threats and emergencies. Use of the Capacity
Inventory is voluntary and submission of data to CDC is not required.

We are pleased to announce the availability of the Local Public Health Preparedness and Response Capacity Inventory Version 1.1 in a downloadable interactive electronic format. The downloadable version of the Inventory allows for responses in an electronic format and the generation of standardized reports by focus area, critical benchmark, critical capacity, as well as for six cross-cutting categories (planning, staffing and training, assessment and evaluation, relationships, communication, and surge capacity). Instructions for use and an array of other technical assistance features are included with the downloaded version of the Inventory creating an appealing environment for capturing the status of local public health agency emergency preparedness.
Although version 1.1 was first released in December 2002 and is directly concordant with Budget Year Three of the Bioterrorism Grant Guidance, it will continue to be a relevant capacity assessment for a comprehensive integrated capacity assessment. The Inventory places an emphasis on those priority capacities which enable rapid response capability including detection of biological threats, communication of information, and control of human consequences arising from threats. These capacities form the foundation of a public health agency’s readiness to perform.
For Cooperative Agreements beginning in FY 2005, CDC is developing six goals and their respective objectives for evaluating public health readiness to respond to emergencies. These goals will follow the phases of an emergency and set the stage for outcome measures associated with public health readiness. Key progress indicators will be created to measure readiness to perform during an exercise or event. These key progress indicators will incorporate the capacity activities undertaken by State and local jurisdictions funded by previous grants.
