Prioritizing Drinking Water Needs

The Drinking Water State Revolving Fund (DWSRF) program requires that States develop a priority system for funding infrastructure projects based on three criteria from the 1996 Amendments of the Safe Drinking Water Act.  States are required to solicit and consider public comment when developing their priority systems. Projects are ranked and funding is offered to the highest ranked projects that are ready to proceed. Priority is given to those eligible projects that: 

  • address the most serious risk to human health; 
  • are necessary to ensure compliance with the requirements of the Safe Drinking Water Act; and, 
  • assist systems most in need, on a per household basis, according to State-determined affordability criteria. 

EPA has collected the priority systems developed by States for their FY1997 capitalization grants into a compendium, Prioritizing Drinking Water Needs: A compilation of State priority systems for the Drinking Water State Revolving Fund Program.  The compendium includes a summary of the priority system for each State and the complete priority system. 

The files are in Acrobat PDF format.  The document is provided both in its entirety and divided into two sections.  If you don't know what Region your State is in, click here.  The document also includes a directory of States and their respective Regions.
