Working with States
EPA works with States to make effective use of resources to achieve the greatest environmental results possible. Together, we collaborate in setting goals and priorities and in implementing strategies to solve environmental problems. EPA uses a number of mechanisms to implement environmental programs and support these partnerships; Authorization MOAs, Performance Partnership Agreements, Performance Partnership Grant Agreements, and Categorical Grant Agreements. EPA also has a close working relationship with the National Association of Attorneys General (NAAG) and the Environmental Council of States (ECOS). Listed below are links to policies that describe EPA's enforcement and compliance assurance program with States. Additionally, important components of effective Federal and State
partnerships are the development of strong measures of performance
and training. EPA's enforcement and compliance assurance program
intends to strengthen the capacity of Federal and State environmental
programs to measure the environmental outcomes and results of
our enforcement and compliance assurance programs. To help develop
these measures, the enforcement and compliance assurance program
has issued a number of grants to States to develop outcome-based
performance measures. Listed below is a link to the grants currently
awarded to develop performance-based outcome measures. Federal and State/Tribal Programs Describes role of Federal government in authorized and non-authorized State programs. National Environmental Performance Partnership System (NEPPS) - The purpose of NEPPS is to improve and strengthen the State/Federal Relationship and to improve environmental performance. Audit Privilege and Immunity Laws Documentation on the States that have audit privilege and immunity laws and which States have audit policies. State and Tribal Grants Describes a variety of activities that EPA's enforcement and compliance assurance program is working on with States, particularly to develop outcome-based performance measures for enforcement and compliance assurance.
