II.ImprovingFederalAgencyCapabilitiestomeetcommunityinformationneeds &"%  ThissecondcomponentprovidesfundingforFGDCmemberagenciestousespecificallyforcriticalagencytaskstoenhancetheirabilitytosupporttheadvancementof_NSDI_Ԁgoalspertainingtocommunities.Thiscomponentincludes:theuseofmetadatastandardstodocumentallnew_geospatial_Ԁdatasetsaswellashighpriorityexistingdatasetsandtheuseofthe_NSDI_ h+&* Clearinghousetoprovideaccesstoagency_geospatial_Ԁdata.Agenciesalsowillusethesefundstodevelopandimplementdatastandardsthatareimportanttoimprovethetransferanduseofdatabycommunities,toorganizeandintegratedataandmakeitavailabletocommunities.Equallyimportant,thiscomponentincludesoutreachandeducationprogramstoincreasetheawarenessandunderstandingofthe_NSDI_Ԁbyagencyemployees,andactivitiestounderstandcommunityandstakeholdersneedsfor_geospatial_Ԁdata.ThiscomponentsupportstheGoalsofthe_NSDI_ԀStrategywithemphasisonfederalagencyresponsibilitiesandtheirinternalcapabilitiestosupportimproveddocumentation,access,anddeliveryof_geospatial_Ԁdata.Itwillbefundedthroughindividualagencyappropriations.Activitiestobefundedmustbeconsistentwiththe_NSDI_ԀandalsobeincludedintheagencysGovernmentPerformanceandResultsActplans.Whiletheseactivitieswillbepartofindividualagencyplans,theywillbeintegratedintoconsistentfederalagencyactionsthatwillbecoordinatedthroughtheFGDCCoordinationGroupandtheFGDCExecutiveSecretariat. EXISTINGPROGRAMS p  TherearemanyFederalprogramsthatrelyuponnonFederalcontributionstoadvancetheuseof_geospatial_Ԁdata.Examplesoftheseprogramsinclude:TheSoilSurveyProgram,TheOneStopReportingProgram,andtheStateAdvisorProgram,Community2020,andtheNationalMappingProgram.TheDepartmentofAgriculturesSoilSurveyPrograminvolvespartnershipwithFederal,state,andlocalunitsofgovernmentthatprovidesoilsurveyinformationnecessaryformanaging,conservingandsustainingthenationssoilresources.Thesesurveysprovideascientificinventoryofsoilresourceswhichincludesdetailedmaps.Thesesoilsurveys,withtheirmaps,providebasicinformationtomanagesoilsandareimportanttoplanners,engineers,andhomeowners,aswellasagriculturalproducers.Asdigitalsoilinformationisdeveloped,itmustbepartofauniformsystemfor_geospatial_Ԁsoilresources.>XkXXXkTheOneStopProgram,_EMPACT_,andotherEPAgrantprogramspartnerwithstatesand D! communitiestoimprovereportingandmanagementofenvironmentaldata.Despiteeffortstoimprovedatasystemsandincorporategeographicinformationsystems(GIS)capabilities,oftenthesesystemslacktheintegrateddataneededtodetectandpreventpollution.Communities,StatesandtheEnvironmentalProtectionAgency(EPA)areexpandingtheiruseofGIScapabilitiestointegrate_geospatial_Ԁdatawithotherdata.Anumberofgovernmentalentitieshavebegunmajoreffortstoreformenvironmentalreportingprocessesanddatamanagementsystems.TheOneStopProgramandotherprogramsprovidegrantstoleveragestateandlocalresourcesintodevelopingalongtermplansforeffectiveenvironmentalreportingandmanagement.Thisincludesenhancingpublicaccesstothisenvironmentaldata.#XkXX>XkN`#TheStateAdvisorProgramprovidesregionaloutreachandtechnologytransferenhancingaccess h+&* totheGeodeticControlNetwork.ThepurposeoftheprogramistoprovideliaisonbetweenNationalOceanicandAtmosphericAdministrationsNationalOceanService(NOS)andahoststate,withajointlyfundedNOSemployeeresidinginthestatetoguideandassistthestates_charting,geodetic,andsurveyingprograms.Theprogramisdesignedtofillaneedformoreaccurategeodeticsurveys,andisinresponsetostatesdesiringtoimprovetheirsurveyingtechniquestomeetFederalGeodeticControlSubcommittee(FGCS)standardsandspecifications.TheadvisoralsotrainsandassistsstatepersonnelinthepreparationofsurveydatainaformatcompatiblewithFGCSstandardsandspecifications.Community2020isaGISproductthatwasdevelopedthroughapartnershipbetweentheDepartmentofHousingandUrbanDevelopmentandtheprivatesectortodescribethelocation,type,andperformanceofHUD-fundedactivitiesthroughouttheUnitedStatedatscalesrangingfromneighborhoodstoregions.In1996,HUD'sConsolidatedPlanandthesoftwaresystemsthatsupportitwerearecipientoftheFordFoundation'sKennedySchoolofGovernment'sInnovationsinAmericanGovernmentAward.HUD'sgoalforCommunity2020istoexpandcommunityparticipationinthedevelopmentofHUD's5-yearConsolidatedPlancoveringnearly$7billioninannualexpendituresinnearly1,000citiesandcounties.IntheU.S.GeologicalSurvey,theNationalMappingProgramleveragesfederal,state,andlocalgovernmentagenciesinvestmentsinaccuratemapandremotelysensedinformation.Theresultisacommon,consistentbasemapneededforcommunitybaseddecisionmaking.Thisbasemapalsoprovidesaframeworkthroughwhichadditionalinformationcanberegistered,integrated,andreused.Examplesofthesedataincludeorthoimagedataoftheearth,onwhichmanyorganizationscollectdataandregisterobservations;andhydrographydata,towhichorganizationsspatiallyregisterandmodelinformationaboutwaterqualityandquantity,alongwithbiotic,andothercharacteristicsofstreamsandlakes.Theseprogramsrecognizethevalueofgeospatialdataandalongwithmanyothersaremovingtoimprovetheircollection,dissemination,sharinganduseofgeospatialdata.Howevertherearecriticalshortfallsinthecapabilityofagenciesandcommunitiestoobtainandusethedataneededtoaddressthechallengestheyface.Forexample,theFHWAhasamassivehighwayinfrastructureprogram,yetbuildingacoordinatednationaltransportationgeospatialframeworkisanewprogramareanotspecificallyidentifiedundertheTransportationEquityActforthe21stCentury(TEA-21).Inanotherprogramcriticalnationallyandlocally,millionsofdollarsarespentonstudiesandassessmentsofSuperfundsitesbutlittlefundingisavailableforensuringlongtermusefulnessofgeospatialdata.Environmentalassessmentsareconductedbyallsectorsandrangefromsitespecifictoregionallevelanalyses.Howeverlittleofthegeographicdatadevelopedforenvironmentalassessmentorimpactstatementsisavailableformorethanaonetimeuse.ThisinitiativewillhelptheseandotherexistingprogramsimplementtheNSDIaswellasprovideanInformationInfrastructurethatwillsupportfutureprogramsatthefederal,state,localortriballevels. h+&*  JUSTIFICATION      EconomicBenefits_ Theheartoftheproposedinitiativeisamultiagencygrant,cooperativeagreement,andpartnershipprogramtosupportcommunitybasedeffortstobuildthe_NSDI_.Thebenefitsthatcanbeexpectedfromthisprogramcanbeestimatedbasedupontheactualbenefitsobtainedfromsimilarprogramsconductedinthepast.Theprojectsthatwouldbefundedbytheproposedinitiativearesimilartothoseinvolvedinthe_NSDI_ԀCompetitiveCooperativeAgreementsProgram(_CCAP_)arelativelysmallprogramofapproximately$2millionperyearinitiatedin1994._CCAP_Ԁactivitiesareconsistentwithactionitemscontainedinthe_NPR_ԀReportontheDepartmentofInteriorthataccompaniedtheReportoftheNationalPerformanceReviewandwithrecommendationscontainedintheNationalResearchCouncil1994report,Promotingthe InvestmentsareneededtosupportneedsofFederalagencies.Forexample,in1998Interioragenciesstatedneedsfor$154millionindataproduction.Currently,thereare$11millionavailabletosatisfythisdemand.Theseresourcesarecurrentlyextendedthroughpartnershipswithotherorganizations,buttheresourcesavailableforpartnershipsfallfarshortofthetotalrequiredtomeettheneed.Additionalresourcestoexpandcapacityforpartnershipswouldprovidedatatomeetfederalagenciesneedsaswellasdatarequiredbystateandlocalprograms.AnimportantsectorthatcouldbenefitisthestrongcommercialGeographicInformation(GI)industrythathasdevelopedintheU.S.andthatisgloballycompetitive.TheU.S.isestimatedtoexportabout$1billioninGIhardwareandsoftware.TheU.S.effortstobuild_NSDI_ԀhaveservedasamodelforinitiativesintheEuropeanCommunityandJapan.Further,theU.S.industryisbelievedtodominatetheglobalGImarket.Ingeneral,theGIindustrybenefitsfromFederaleffortstomake_geospatial_Ԁdatamoreaccessibleandshareable.ThisinitiativewouldstimulatecompetitivenessintheU.S.GIindustrysincestimulating_NSDI_Ԁalsoleadstobenefitsinthecommercialsector.Astudyconductedbythe_USGS_ԀfocusingontheGISinGovernmentfoundthattheuseofGISisgrowing.ThenumberofgovernmentorganizationsthatarestartingtouseGISisincreasing,andtherateofgrowthisincreasing.Further,theuseofGISwithinanorganizationcontinuestoincreasesaftertheinitialstartup.MostbenefitsaccruingtoGISinthestartupphaseareusuallyattributedtoefficiencybenefits,whilemorecomplexapplicationsofGIS,includingnewusesof_geospatial_Ԁdatausesthatwerepreviouslyimpossible,takesometimetoevolvebutcanleadtolargeeffectivenessbenefits.ThebenefitsfromGISarelikelytogrowastheorganizationsandpeoplegainnewinsightsintousing_geospatial_Ԁdatatoaddresscommunityissues.Animportantfindingofthe_USGS_Ԁstudywasthat60percentofGISusersindicatedtheGISoutputsresultedinbetterdecisionmaking.Thus,thisinitiativecouldstimulatebenefitsfromthegrowinguseofGISand,overthelongterm,leadtocompoundedbenefitsasthediffusionofGIinfluencescommunitydecisionmaking._Geospatial_Ԁdataisinvolvedinmuchofoureconomicactivity,the1998NAPAreportestimatesthat$3.5trillionisspentinmajorsectorsofournationseconomywhichareimpactedbyGeographicInformation(GI).Thisisabouthalfofthetotaleconomicactivityofournation.Further,theNAPAreportestimatedthetotalcommercialdataandinformationmarketforNorthAmericainGItobe$4.2billion.Inaddition,anFGDCstudyestimatedFederalagenciesspend h+&* about$4billiononGI.WhilethesenumbersdonotindicatethebenefitsderivedfromGI,theydosuggestthatthenationisusingandbenefittingfrom_geospatial_Ԁdata.TofullyrealizethebenefitsofGIwemustavoidthecreationofdisjoint_geospatial_Ԁdata,andthusthegoalofthisinitiativeistoleverage,throughcostsharingincentives,theseexistingresourcestomake_geospatial_Ԁdatacompatibleandshareableforthebenefitournationscommunities.̜
