Acting Staff Director named for Federal Geographic Data Committee

Ivan DeLoatch will be serving as the Staff Director, Federal Geographic Data Committee for the period October - April 2003. As Staff Director, Ivan will be providing for the coordination of operations in the Federal Geographic Data Committee

Ivan has over 22 years of environmental program, technical, and policy experience in the Federal, State, and private sectors transcending the data management spectrum. For the past 3 years, he has been serving as the Chief of the Data Acquisition Branch in the Environmental Protection Agency's (EPA) Office of Environmental Information, where he is leading the effort to establish EPA's Geospatial Program and implementing innovative approaches to acquire key datasets for Agency-wide use. EPA is developing an enterprise approach for the use of geospatial data, tools and technology; that includes key internal and external planning activities. He also serves as a representative for several intra and interagency committees addressing geospatial information, including the Federal Geographic Data Committee's Coordination Group.

Value of Civil Imagery and Remote Sensing

As a step toward building a national strategy to improve the efficiency of remote sensing use across the civil government, the Federal Geographic Data Committee Civil Imagery and Remote Sensing Task Force provides the enclosed report on the value of remote sensing to the Nation’s economy, security, and quality of life. The Task Force includes representatives from 15 Federal agencies and coordinates with numerous related national organizations and communities.

The report cites numerous cost-saving applications and recommends steps necessary to develop approaches and strategy alternatives to help meet civil agency remote sensing needs from airborne and spaceborne sensors. A successful strategy should enhance efficiencies and cost avoidance through the coordination of data acquisition, management, archiving, and applications in the context of agency missions and national policies.

WGA-FGDC Liaison Announced

The Western Governors' Association and Federal Geographic Data Committee are pleased to announce that Steve Alnwick of Census and Dave Minkel of NOAA have been selected to as FGDC Liaisons to WGA. Each liaison will be available for up to 50% of their time to work in direct collaboration with the Western Governors' Geographic Information Council over the next year. The Liaisons will be working on a variety of issues including Geospatial Information One-Stop, I-team initiative, Homeland Security, as well as, metadata, clearinghouse, framework, standards, and partnership activities of the National Spatial Data Infrastructure.

National Spatial Data Infrastructure 2002 Cooperative Agreements Program (CAP)

The NSDI Cooperative Agreement Program (CAP) was established by the Federal Geographic Data Committee (FGDC) to help form partnerships among organizations to implement the NSDI. Since 1994 the FGDC has provided funding and assistance to over 400 organizations implementing the NSDI. This year’s program provided approximately $386,000 to 29 organizations in four categories:

Category 1: Metadata Implementation Assistance Projects
Category 2: Metadata Trainer Assistance
Category 3: Clearinghouse Integration With OpenGIS Services
Category 4: Canadian/U.S. Spatial Data Infrastructure Project

The program’s goal is to encourage resource-sharing projects through the use of technology, networking, and more efficient inter-organizational coordination.

John Moeller, FGDC Staff Director retires

John Moeller, FGDC Staff Director, retired July 24th after 34 years of Federal service. His leadership of the FGDC has led to successfully elevating the NSDI as an important foundation for spatially enabled electronic government. John served in the U.S. Army, worked in the Bureau of Land Management, and since 1995 has led the FGDC as Staff Director. John Moeller will continue his career at Northrop Grumman Information Technology, TASC.

Federal/State/Tribal NSDI Forum

The FGDC is continuing to sponsor Federal/State/Tribal NSDI Forums across the nation. This year's regional forum will explore ways to strengthen relationships between Federal, State and Tribal Geographic Information coordinators. This forum is a result of ongoing efforts of the FGDC, NSGIC, USGS and Sinte Gleska University, a tribal academic institution. Metadata training will also be offered at the forum. This years forum will take place on August 20-21, 2002, at the Bureau of Land Management State Office in Billings, MT For further information, please contact Bonnie Gallahan at bgallahan@usgs.gov.
