Fifty years ago, the OCS Lands Act was created to manage oil and natural gas resources of the Outer Continental Shelf to assure national security, reduce dependence on foreign sources, and maintain a favorable balance of payments in world trade. This act also serves as protection of human, marine, and costal environments. With the national demand for natural gas increasing and previously discovered oil and gas supplies in decline, the mandates of the OCS Lands Act are as valid today as they were in 1953. Because natural gas is a clean burning fuel source, demand has risen sharply over the last decade. Natural gas produces half the emissions of oil and 85 percent less than coal-fired power plants. Today, about half of all American homes are heated with natural gas--around 56 million homes. In the next decade, 90 percent of all new energy plants will be powered by natural gas.
