Introduction

The Division of Science Resources Studies (SRS) of the National Science Foundation publishes the biennial report, National Patterns of R&D Resources. This report describes and analyzes current and historical patterns of research and development (R&D) in the United States, as well as R&D levels of other industrialized countries. The information used in the report is drawn from several SRS surveys as of August 1998, and includes projections to cover the entire 1998 calendar year.

During even-numbered years, when the report is produced, annual statistics on national and international R&D trends are first made available in Early Release Tables, to allow researchers early access to the information. This information, subject to possible revision in the final review process, is then provided in the full National Patterns report, in the appendix containing "Detailed Statistical Tables". These early-release tables contain R&D statistics characterized by:

A brief summary of the main analytical findings for 1998 is provided in the SRS Data Brief, "R&D as a Percent of GDP is Highest in Six Years".

In odd-numbered years, in which the report is not produced, current, annual statistics on national and international R&D trends are first released in data updates, similar to early release tables, and then published in the National Science Board's biennial report – Science & Engineering Indicators .

Note that R&D expenditure levels from Federal sources, presented here based on performer-reported surveys, differ from the Federal R&D funding totals reported by the Federal agencies that provide those funds. During the past several years, these differences have widened. The difference in the Federal R&D; totals appear to be concentrated in the funding of industry by the Department of Defense. See National Patterns of R&D Resources: 1996 (NSF 96-333) and the forthcoming National Patterns of R&D Resources: 1998 for detailed discussion and documentation of these differences.
