Region 8 Industrial Pretreatment Program

The Industrial Pretreatment Program prevents the discharge of pollutants to Publicly-Owned Treatment Works (POTWs) which will interfere with the operation of the POTW or its use and disposal of municipal biosolids. In addition, the Pretreatment Program prevents the introduction of pollutants to POTWs that may pass through into rivers, lakes and streams causing toxicity or other impacts. Implementation of the Pretreatment Program is defined at 40 CFR Part 403. These regulations describe the responsibility of the EPA, states, POTWs and industrial users in protecting the POTWs, sewer systems, biosolids, receiving waters, and worker health and safety.

EPA Region 8 directly implements and enforces the pretreatment program in Colorado, Montana, North Dakota, and Wyoming. The states of Utah and South Dakota have been authorized by EPA to implement and enforce the Pretreatment Program in their respective states. EPA acts in an oversight and technical assistance role for these two state programs.

The 2004 Industrial Pretreatment Workshop will be held May 02-03, 2004, in Vail, Colorado. The EPA Pretreatment Program invites POTWs, states, and other federal government staff to attend and participate in the workshop. Space is limited and pre-registration is required. The EPA Region 8 Pretreatment Program has been very active in providing technical assistance to POTWs in Region 8. In addition to on-site visits and training, the Pretreatment Program has developed many guidance and strategy documents to assist POTWs in implementation and enforcement of Pretreatment Program requirements.
